SIHANOUKVILLE, Cambodia – Cambodian and South Korean law enforcement authorities successfully completed a coordinated operation this week, resulting in the detention of 50 suspects—including four women—and the dismantling of a sophisticated high-tech online scam syndicate.

The suspects were detained late Tuesday (December 9) following an intelligence-led joint raid on the fifth floor of the Xin Du Hai building in Preah Sihanouk province. The operation specifically targeted a transnational fraud network suspected of engaging in large-scale technology-based scams.

During the comprehensive crackdown, authorities achieved a crucial success by successfully rescuing two South Korean nationals who were identified as victims of the sophisticated fraud scheme.

• 60 Mobile phones
• 60 iPads

All items were taken into evidence by the task force.

Joint Task Force Leads Nationwide Anti-Fraud Campaign

The successful joint effort was led by the Secretariat of the National Committee for Combating Online Scams (NCCOS). NCCOS worked closely with the National Police General Commissariat, the Unified Command of Preah Sihanouk Province, and South Korean law enforcement counterparts, all under the supervision of the provincial prosecutor’s office.

Zero-Tolerance Policy and Further Investigation

Following the arrests, specialized investigative units are continuing to collaborate with South Korean law enforcement to broaden the probe, systematically identify the ringleaders, and fully dismantle the infrastructure of the alleged network.

Authorities stressed that this operation is a critical part of a nationwide campaign aimed at eradicating technology-based fraud. Cambodian law enforcement agencies reaffirmed their commitment to pursuing strict legal action against all masterminds and individuals involved in these online scam activities, emphasizing a zero-tolerance policy. The suspects and seized evidence have been handed over to the provincial police and the joint task force for legal action under Cambodian jurisdiction.

PHNOM PENH, Cambodia – A total of 75 Thai nationals, including 48 women, were detained by Cambodian joint forces during an operation targeting an alleged online scam syndicate.

The operation involved inspecting and searching a location known as the Amara Farm in Koh Krabei 1 Village, Prek Thmei Sangkat, Chbar Ampov District, Phnom Penh. This action followed a surveillance report indicating suspicious activity related to online fraud (Online Scam).

I. Operation Leadership and Execution

The operation was conducted on the afternoon of December 9, 2025, under the direction and coordination of the Secretariat of the Inter-Ministerial Committee for Combating Technology Scams (ICCTS). The ICCTS collaborated closely with the General Commission of the National Police, the Phnom Penh Unity Command, and was legally coordinated by a representative of the Phnom Penh Municipal Court Prosecutor’s Office, with participation from relevant local authorities.

• Detainment and Seizure: Authorities inspected the suspected premises and successfully detained all 75 suspects. Simultaneously, forces confiscated essential evidence, including a number of laptops and mobile phones. The premises have been temporarily sealed off.

II. Strict Legal Action Against Ring Leaders

Currently, the suspects and evidence have been transferred to the General Commission of the National Police for further legal processing.

Specialized authorities are cooperating with related units to continue investigations aimed at taking legal action against the masterminds behind this technological scam operation.

The ICCTS stressed that under the framework of this nationwide campaign to eliminate online fraud, joint forces across the country will enforce the law with the utmost stringency against all ringleaders involved in these scams, without exception.
