<p class="wp-block-paragraph"><strong>PHNOM PENH, </strong>On December 17, 2025, the National Bank of Cambodia shared a very important document. It is called the <strong>&#8220;<a href="https://www.nbc.gov.kh/download_files/publication/blueprints_kh/FSDS%20Book.pdf">Financial Sector Development Strategy 2025-2030.</a>&#8220;</strong> Think of this as a big plan to make sure our country’s money system—like banks and digital payments—stays safe, grows stronger, and helps everyone.</p>



<h2 class="wp-block-heading"><strong>What is this plan for?</strong></h2>



<p class="wp-block-paragraph">The main goal is to make sure Cambodia’s economy keeps moving forward. Even though the world is facing some tough times and trade arguments, Cambodia expects to grow by about <strong>5.2% next year</strong>. This plan is the guide to help us get there.</p>



<h2 class="wp-block-heading"><strong>The Three Big Goals</strong></h2>

<li><strong>Help Everyone Get Bank Services:</strong> The plan wants to make sure that even people in far-away villages or small business owners can easily use a bank or a phone to save and send money.</li>



<li><strong>Use New Technology (FinTech):</strong> We are using more apps and digital tools to pay for things. The plan focuses on making these tools faster while also making sure they are safe from hackers or scams.</li>



<li><strong>Protect the Country’s Future:</strong> By having a strong and independent financial system, Cambodia can decide its own future and not have to rely too much on what happens in other countries.</li>

<p class="wp-block-paragraph">Cambodia didn&#8217;t just start this today. We have been following &#8220;roadmaps&#8221; like this for <strong>25 years</strong> (since 2001). This is the 5th time the plan has been updated to match how the world is changing.</p>

<p class="wp-block-paragraph"><a href="https://orkunsantepheap.com/tag/acleda-bank/">ACLEDA Bank</a>, nominated by the National Bank of Cambodia (<strong>NBC</strong>) as the operator for Cambodia&#8217;s national QR network (<strong>Bakong/KHQR</strong>), will work with NIPL to enable <strong>Unified Payments Interface (UPI) acceptance across Cambodia</strong> and <strong>KHQR acceptance across India</strong>.</p>

<p class="wp-block-paragraph">Under the NBC’s initiative, Cambodia and India initiated the digital cross-border payment framework to enable more convenient and efficient payment and money transfer transactions. A key focus is to promote the use of the <strong>national currency</strong> between Cambodia and India.</p>



<h3 class="wp-block-heading"><strong>Projected Launch: Semester 2 of 2026</strong></h3>



<p class="wp-block-paragraph">Following the March 2023 MoU between <a href="https://orkunsantepheap.com/tag/nbc/">NBC</a> and NIPL, and ACLEDA’s selection as a sponsoring Bank, the two parties are now jointly developing the QR payment systems, which is currently undergoing network integration. The cross-border payment launch is projected for <strong>Semester 2 of 2026</strong>.</p>



<p class="wp-block-paragraph">Ritesh Shukla, MD &amp; CEO, NPCI International, stated that the partnership reflects their commitment to expanding secure, inclusive, and scalable <strong>digital payments</strong> on a global scale, making travel simpler and empowering consumers with trusted and familiar payment options.</p>

<p class="wp-block-paragraph">The National Bank of Cambodia (NBC) and TenPay Global have signed an agreement (called a Memorandum of Understanding or MoU) to work together on <strong>financial development</strong>.</p>



<p class="wp-block-paragraph">The main goal is to create a way for Cambodia&#8217;s national payment system, <strong>Bakong (using KHQR codes)</strong>, to work directly with China&#8217;s popular mobile payment network, <strong>Weixin Pay</strong>. This will make it much easier for people in both countries to pay each other digitally.</p>



<p class="wp-block-paragraph">The agreement was signed by <strong>H.E. Dr. Chea Serey</strong>, Governor of the National Bank of Cambodia, and <strong>Mr. Daniel Hong</strong>, Vice President of Tencent Financial Technology (Tencent is the company that owns TenPay Global). The signing took place on November 12 during the Singapore FinTech Festival 2025.</p>

<p class="wp-block-paragraph">This partnership is designed to make digital payments between Cambodia and China faster, more common, and more effective.</p>



<p class="wp-block-paragraph">The two parties will work together to:</p>



<ul class="wp-block-list">
<li><strong>Develop the financial sector.</strong></li>



<li><strong>Connect cross-border payments</strong> (meaning you can use your payment app from one country to pay in the other).</li>



<li><strong>Improve remittances</strong> (making it easier and faster to send money back and forth between the two countries).</li>
</ul>

<p class="wp-block-paragraph"><strong>NBC Governor H.E. Dr. Chea Serey said</strong> this agreement is a huge step forward for linking cross-border payments and encouraging new financial innovations.</p>

<li>Improve how quickly and efficiently payments are made.</li>



<li>Promote the use of local currencies in transactions.</li>



<li>Support the shift to digital technology and boost trade between Cambodia and China.</li>
