Speaking at the UN

This message was delivered by H.E. Keo Chhea, Cambodia’s Permanent Representative to the United Nations, during a public discussion at the UN Security Council in New York. The meeting, chaired by Sierra Leone, focused on a big question: how food shortages can cause conflict, and how we can keep food supplies safe.

In his speech, H.E. Keo Chhea emphasized that war seriously harms food security, and that everyday civilians suffer the most. Because of this, he stated that protecting civilians must be the most important part of all efforts.

The Ambassador firmly stressed that it is unacceptable to target civilians, destroy farms, or take other actions related to food for political reasons, and such actions must be strongly condemned.

Cambodia’s Key Suggestions

The Ambassador also highlighted Cambodia’s own plan for food safety and nutrition (the 3rd National Strategy 2024–2028). He then presented three main points to the UN Council:

1. Better Oversight: Cambodia asked for stronger monitoring of the UN’s existing resolution (Resolution 2417) that focuses on food security in conflict areas.
2. Respect the Rules: All involved parties must respect international humanitarian law (the rules of war), protect aid workers, and avoid using humanitarian aid for political gain.
3. Local Control Matters: He stressed that local ownership (meaning each country or community taking the lead) is vital for achieving food security that lasts.
