What does leadership look like when uncertainty hangs in the air?

It doesn’t hide behind closed doors. It shows up.

On Saturday, Prime Minister Samdech Moha Borvor Thipadei Hun Manet did exactly that. He visited more than a thousand families displaced by recent instability near Cambodia’s border, delivering not just words—but reassurance, direction, and a clear promise: Cambodia will not return to war.

At a time when fear can spread faster than facts, that message matters. And it wasn’t delivered from a distant podium. It was delivered face-to-face, to 1,248 displaced families sheltering at Chan Sy Samaky Ratanaram Pagoda in O’Chrov district, Banteay Meanchey province.

Let’s unpack what this visit truly means—for national peace, border stability, and the people caught in the middle.

Cambodia’s Commitment to Prevent Armed Conflict

War is easy to start. Peace is harder to maintain.

Hun Manet made it crystal clear that the Royal Government is exhausting every diplomatic and strategic avenue to prevent the outbreak of armed conflict. His message was direct and grounded in urgency:

“The Royal Government is working by every means possible to avoid the outbreak of war.”

That’s not political rhetoric—it’s policy direction.

In moments of border instability, emotions run high. Speculation grows. Anxiety spreads. But the Prime Minister emphasized that peace remains the top priority. Cambodia is choosing diplomacy over escalation, dialogue over confrontation.

And that choice is deliberate.

Peace isn’t passive. It’s strategic. It requires negotiation, restraint, and careful coordination. It demands strength—not weakness.

Supporting 1,248 Displaced Families in O’Chrov District

Let’s talk about the human side of this situation.

Behind every statistic is a story. And 1,248 families displaced from Prey Chan and Chouk Chey villages are not just numbers—they are parents, children, elders, workers, and students.

Currently sheltered at Chan Sy Samaky Ratanaram Pagoda, these families have left behind homes, routines, and livelihoods. Displacement isn’t just physical—it’s emotional.

Hun Manet acknowledged this reality directly. While reiterating the government’s commitment to peace, he also stressed something equally important: immediate support.

“Our priority is to ensure that while you are away from your homes, you have access to safety, clean environments, and the support necessary for daily life.”

Safety. Sanitation. Stability.

These are not luxuries—they are essentials.

“No Citizen Left Behind”: A Policy in Action

You’ve probably heard the phrase before: “No citizen left behind.”

But what does it mean in practice?

It means leadership that doesn’t turn away from hardship. It means showing up in displacement camps, listening to concerns, and coordinating resources on the ground.

Hun Manet emphasized that the hardships of the people are felt not only by the Royal Government, but by the nation at large. That statement reinforces something powerful—solidarity.

When a government publicly acknowledges suffering, it strengthens trust. It bridges the gap between policy and people.

And in times of instability, trust is everything.

Temporary Housing and Improved Living Conditions

Displacement centers can easily become chaotic if not properly managed. That’s why the Royal Government has been coordinating temporary housing solutions for families unable to return home.

But this isn’t just about tents and roofs.

Authorities are focusing on:

Improving sanitation systems

Strengthening security measures

Ensuring access to clean environments

Supporting daily living needs

Think of it this way: when people lose the stability of their homes, the state must step in to recreate that stability—at least temporarily.

Clean water, safe surroundings, organized shelters—these details matter. They prevent secondary crises such as disease outbreaks or safety concerns within camps.

In fragile moments, logistics can save lives.

Diplomacy Over Conflict: Cambodia’s Strategic Approach

Why is preventing war such a strong emphasis right now?

Because conflict, once ignited, rarely stays contained.

Border tensions can escalate quickly. A small spark can turn into a wildfire if not carefully managed. That’s why the Royal Government’s approach centers on diplomacy and strategic restraint.

Hun Manet’s statement signals that Cambodia is not seeking confrontation. Instead, it is prioritizing stability through every available channel.

Diplomatic engagement. Strategic coordination. Measured response.

These are the tools of a government determined to safeguard peace.

Visiting 300 Additional Displaced Families

The Prime Minister’s outreach didn’t stop at the first camp.

Later that same day, Hun Manet visited 300 additional displaced families from O’Chrov and Thmar Puok districts in Banteay Meanchey province.

Why does that matter?

Because consistency builds credibility.

When leaders visit one group and then another, it sends a broader message: this isn’t symbolic—it’s systematic. The government is monitoring the situation across affected areas, not just isolated locations.

And for displaced families, that visibility provides reassurance.

Border Instability and National Security

Border instability isn’t just a local issue—it’s a national concern.

It impacts:

Local livelihoods

Agricultural activities

Trade routes

Community safety

Regional confidence

By actively engaging with displaced communities, Hun Manet reinforces that national security isn’t abstract. It’s deeply personal.

Every displaced family represents disruption to the social fabric. Stabilizing that fabric quickly is critical to preventing long-term economic and psychological damage.

And that requires both immediate humanitarian response and long-term diplomatic strategy.

Humanitarian Support During Displacement

Let’s pause and consider the emotional toll of displacement.

Imagine leaving your home with little notice. Not knowing when—or if—you’ll return. Watching your children try to understand why their world suddenly changed.

That’s the reality these families are facing.

By ensuring safety, sanitation, and organized shelter, the Royal Government is addressing immediate humanitarian needs. But beyond that, the Prime Minister’s visit communicates empathy.

Leadership in crisis isn’t just logistical—it’s emotional.

When families see their national leader standing among them, listening, reassuring, and responding, it reduces uncertainty. It restores a sense of connection.

And connection fosters resilience.

Maintaining Stability in Banteay Meanchey Province

Banteay Meanchey province has long been strategically significant due to its border location. Stability in this region is essential for both local communities and national confidence.

By prioritizing peace and displacement management, the Royal Government aims to prevent instability from spreading or deepening.

It’s like reinforcing a dam before cracks widen.

Address the pressure early. Strengthen the structure. Protect what’s behind it.

Hun Manet’s visit signals proactive leadership rather than reactive crisis management.

The Bigger Picture: Peace as a National Priority

Let’s zoom out.

Preventing armed conflict isn’t just about avoiding casualties. It’s about protecting economic growth, safeguarding social cohesion, and preserving Cambodia’s development trajectory.

War disrupts everything:

Infrastructure projects stall.

Investments hesitate.

Tourism declines.

Communities fracture.

By emphasizing diplomatic solutions and humanitarian support, the Royal Government reinforces a broader national strategy—peace as the foundation of progress.

Without peace, development struggles to survive.

Leadership Presence During Crisis

There’s something powerful about physical presence during crisis.

Hun Manet didn’t issue a statement from afar. He traveled to O’Chrov district. He stood in the pagoda sheltering displaced families. He listened.

In politics, optics matter. But beyond optics, presence signals accountability.

It tells citizens: your hardship is not invisible.

And when leaders acknowledge suffering directly, they strengthen the social contract between state and people.

A Delicate Balance: Security and Compassion

Here’s the challenge facing any government during border instability:

How do you maintain national security without escalating tensions?
How do you protect citizens without provoking conflict?

It’s a delicate balancing act.

Hun Manet’s message suggests Cambodia is pursuing a dual-track approach:

Strengthen diplomatic efforts to prevent war.

Provide robust humanitarian support for displaced citizens.

Security without compassion feels cold. Compassion without security feels unstable. The balance between the two defines responsible governance.

What Comes Next?

The immediate focus remains on:

Ensuring displaced families are safe

Improving sanitation and living conditions

Coordinating temporary housing

Pursuing diplomatic solutions

Longer term, the goal is clear: allow families to return home safely and restore normalcy.

But restoration requires sustained peace.

And sustained peace requires ongoing effort—not just statements.

Conclusion: Peace First, People Always

At its core, Hun Manet’s visit carried two central messages.

First: Cambodia is committed to preventing a return to armed conflict.
Second: No displaced family will be ignored.

Peace is not just a policy goal—it’s a responsibility. And protecting displaced citizens during instability is not optional—it’s essential.

In times of uncertainty, leadership is measured not only by strategic decisions, but by compassion in action.

By standing with more than 1,500 displaced families in Banteay Meanchey province, Hun Manet reinforced a simple but powerful principle:

Peace comes first.
And people come always.

PHNOM PENH – The Ministry of Foreign Affairs and International Cooperation on Thursday held a high-level briefing for representatives of 21 diplomatic missions, providing updates on the evolving situation at the Cambodia-Thailand border. Cambodia reaffirmed its steadfast commitment to an immediate ceasefire and a peaceful resolution through diplomatic dialogue.

The briefing was led by H.E. Norng Sakal, Undersecretary of State, at the ministry’s headquarters. A total of 24 diplomats attended the session to receive firsthand information on the Kingdom’s stance.

During the session, H.E. Norng Sakal outlined five critical areas of concern:

ASEAN Outcomes: Results from the Special ASEAN Foreign Ministers’ Meeting (SAMM) held on December 22, 2025, in Kuala Lumpur.

GBC Progress: The ongoing status of the General Border Committee (GBC) Secretariat meetings.

Military Aggression: Reports on continued armed attacks by Thai forces within Cambodian territory.

Narrative Correction: Clarification on landmine issues, which Cambodia asserts Thailand has used to mislead the international community regarding its military actions.

Human Rights Violations: The Cambodian Human Rights Committee’s condemnation of “brutal and indiscriminate” attacks against populated areas in Banteay Meanchey, Pursat, Oddar Meanchey, Battambang, Preah Vihear, and Koh Kong.

H.E. Norng Sakal reiterated that Cambodia continues to exercise “maximum restraint.” He emphasized that the Kingdom prioritizes international law and existing bilateral mechanisms, specifically citing the July 28, 2025 Ceasefire Agreement and the October 26, 2025 Kuala Lumpur Joint Declaration.

The briefing concluded with a firm message that Cambodia remains dedicated to maintaining regional peace and stability through peaceful dispute settlements.

The Cambodian Red Cross (CRC) has stepped in to help families who had to leave their homes due to recent fighting. These families are currently staying in safe areas within Battambang province.

On Wednesday, the President of the CRC, Samdech Bun Rany Hun Sen, approved a special delivery of 20 tons of rice. Along with the rice, they are sending 200 cases of bottled water and 200 cases of soft drinks to be handed out to those in need.

This help for Battambang is part of a much larger effort to support people across the country. Just a few days ago, on December 22, the CRC sent out a massive amount of aid—including 100 tons of rice and thousands of cases of drinks—to five other provinces: Oddar Meanchey, Preah Vihear, Siem Reap, Pursat, and Banteay Meanchey.

The CRC, which is also supported by the Queen-Mother Norodom Monineath Sihanouk, shared a big “thank you” to everyone who has donated money and supplies. It is because of these kind donations that the organization can continue to provide food and safety for families staying in camps across Cambodia.

The Royal Government of Cambodia has made it a top priority to keep children in school even after they were forced to leave their homes due to a recent military attack on Cambodian land. This sends a strong message of hope and commitment to the country’s future generation.

Forced to Flee

Thousands of families from two villages, Prey Chan and Chouk Chey (in Banteay Meanchey province), had to run for safety after a serious cross-border attack by Thai soldiers on November 12, 2025. This attack caused injuries and forced many people to leave, stopping the schooling of thousands of children.

Government’s Quick Response

Under the watchful and caring eyes of Prime Minister Samdech Moha Borvor Thipadei Hun Manet and Deputy Prime Minister H.E. Abhisantibindit Sar Sokha, efforts are quickly moving forward to make sure these displaced children can resume their studies.

During a visit on November 19th, H.E. Oum Reatrey, the Provincial Governor of Banteay Meanchey, visited the temporary safety center set up at Chan Sy Samaki Ratanaram pagoda. He stressed that safeguarding the education of these children is the government’s highest concern.

He emphasized that the commitment from the top leaders goes beyond just providing food and safety; it shows a deep concern for the long-term future of Cambodia’s youth.

Setting Up a New School

To make sure learning continues smoothly, a temporary school facility has been quickly set up right inside the Chan Sy Samaki Ratanaram safety center.

Governor Oum Reatrey urged all parents and guardians to register their children for primary school immediately. To keep things familiar for the students, teachers from their home village (Prey Chan) have been brought to the temporary site.

In addition to giving out necessary school supplies, the Governor said that officials are working to provide school uniforms, ensuring the students can attend classes properly.

A Grateful Community

These combined efforts show that the government is providing full support (both physical supplies and moral encouragement) to prevent the conflict from derailing children’s education.

The thousands of families taking shelter at the center expressed deep thanks for the warm support and coordinated help from the government and local officials.

One person staying at the center shared emotionally: “We are truly grateful to everyone who has helped us—from shelter and food to security. What means even more is the support for our children to continue their education right here in the safety center. We no longer worry about their future.”

This initiative confirms Prime Minister Hun Manet’s forward-thinking leadership and the government’s strong promise to ensure that no Cambodian child is left behind—even during a crisis.

On Monday, Deputy Prime Minister and Minister of Interior, H.E. Abhisantibindit Sar Sokha, along with his spouse and other high-ranking government officials, traveled to Banteay Meanchey province.

Their mission was to deliver essential humanitarian assistance to more than 800 families who were forced to leave their homes due to recent violence near the Cambodian-Thai border.

Meeting the Affected Community

The officials met with the affected families at a temporary safety center set up at Chan Sy Samaky Ratanaram pagoda in O’Chrov district.

These families sought refuge after a shooting incident on November 12, 2025. During the incident, Thai soldiers allegedly opened fire on Cambodian civilians in Prey Chan village, O’Beichoan commune, sadly resulting in one death and three injuries.

A Message of Support and Confidence

Speaking to the displaced residents, Deputy Prime Minister Sokha asked them to “be patient, listen to the instructions from local authorities, and keep their faith” in the Royal Government. He assured them that the government is working hard to find a peaceful solution to the border issues with Thailand and bring stability back to the area.

He also praised the quick and effective response of the provincial and district authorities. These local teams immediately arranged safe shelters, ensured the safety of the public, and sent out medical teams to provide continuous health checks and services for everyone who was evacuated.

Gratitude from the Families

Representatives of the displaced families shared their deep gratitude for the quick shelter and essential supplies provided by the government, local officials, and generous donors.

One person who had been evacuated was quoted as saying, “We are truly grateful to the Royal Government and the provincial authorities for treating us as their own families. Without this support, we don’t know how we would survive, because we fled with nothing.“

The families are currently staying at the pagoda, their temporary safe haven, while they wait for the border tensions to ease so they can safely return home and resume their normal lives.

Supplies Delivered

The comprehensive aid package, which was personally delivered by Deputy Prime Minister Sokha and his spouse, was substantial and included:

Financial Aid: 20 million Riel (about US$5,000).

Food Supplies: 5 tonnes of rice, along with large quantities of instant noodles, rice noodles, canned fish, eggs, canned pork, canned chicken, and garlic.

Shelter and Comfort: 300 tents and 2,000 blankets.

Drinks and Essentials: 50 cases of Cambodia-brand drinking water, other drinks, and various daily necessities.

The Cambodian government has delivered urgent aid to 500 families who had to leave their homes because of a recent event near the border. These families are currently staying safely at a temple (pagoda) in the Banteay Meanchey province in the northwest.

This aid delivery was approved by Prime Minister Hun Manet and First Lady Dr. Pich Chanmony. It comes after a shooting incident on November 12th near the border, which caused people from Prey Chan and Chork Chey villages to quickly evacuate. Tragically, one Cambodian person died and three others were injured in the incident.

On Saturday, Banteay Meanchey Provincial Governor Oum Reatrey personally oversaw the distribution of these aid packages at the Chan Sy Samaky Ratanaram Pagoda, where the families are sheltered.

Each family received essential supplies, including:

25 kilograms of rice

Instant noodles

A mosquito net, blanket, and pillow

Clean drinking water

100,000 Riel (about US$25) in cash

Governor Oum Reatrey stated that this support shows the Royal Government’s strong promise to protect and care for all citizens who are impacted by violence and security issues. He stressed that the government is focused on helping these vulnerable communities no matter what their political beliefs are.

A representative for the displaced families shared their deep thanks for the help, saying, “We are truly grateful for this assistance during a very hard time. This support takes away some of our immediate worries and shows that the government cares about us.”

The families expressed their hope that the tensions near the border will be solved quickly so they can return home safely. The Cambodian government has promised to continue taking all necessary steps to protect its citizens in the affected border areas.
