<p>On February 11, H.E. Hem Vanndy, Minister of Industry, Science, Technology &amp; Innovation (MISTI), welcomed a delegation from Angkor Dairy Products, the company behind the widely recognized Angkor Milk brand. What might seem like a routine courtesy meeting actually signals something much bigger: Cambodia’s push toward manufacturing independence in strategic consumer goods.</p>

<p>On December 17, 2025, the Indian Embassy in Cambodia hosted a special event called a <strong>&#8220;B2B Interaction.&#8221;</strong> While that sounds technical, &#8220;B2B&#8221; simply means &#8220;Business-to-Business.&#8221; It was a day for business owners from India to meet directly with business owners from Cambodia to talk about working together.</p>



<h2 class="wp-block-heading"><strong>What was the goal?</strong></h2>



<p>The main goal was to help both countries buy and sell more products to each other. By meeting face-to-face, leaders could share information easily, find new partners, and build friendships that will lead to more jobs and better products for people in both nations.</p>

<p>A large group of experts came from India, bringing ideas and products from many different areas:</p>

<p><strong>H.E. Hong Sok Hour</strong>, CEO of the Cambodia Securities Exchange (CSX), emphasized that raising capital through the stock market does more than fund business operations. It is expected to:</p>

<li><strong>Expand the company&#8217;s reputation</strong> and increase public trust.</li>



<li><strong>Share the company&#8217;s development</strong> and growth with the Cambodian public.</li>
</ul>



<p>He reaffirmed that the CSX offers a <strong>large and highly flexible new financing option</strong> for companies, featuring both equity (shares) and debt (bonds). He also noted the CSX has a wide network of domestic and international investors, including both individuals and institutions.</p>



<h2 class="wp-block-heading"><strong>II. Encouraging Domestic Investment</strong></h2>



<p>H.E. Hong Sok Hour appealed to all domestic investors to consider using this rich resource to benefit their <strong>personal investment growth</strong> and the <strong>sustainable growth of their businesses</strong>.</p>



<p>He provided an update on the market&#8217;s progress:</p>

<p>&#8220;Currently, we have a total of 26 listed companies. This includes 12 stock-listed companies and 14 bond-listed companies. <h2 class="wp-block-heading"><strong>III. Market Growth and Company Details</strong></h2>



<p>Picasso&#8217;s listing marks a significant step forward, especially as it is the third company to be listed on the CSX&#8217;s Growth Market.</p>

<li><strong>Guaranteed Dividends:</strong> Picasso is offering an attractive commitment to investors, guaranteeing a dividend of approximately <strong>7% per year</strong> for five years after listing.</li>



<li><strong>Market Statistics:</strong> As of October 2025, the CSX&#8217;s average daily trading volume was around <strong>$100,000 to $150,000 USD</strong> per day. The number of trading accounts reached approximately <strong>70,000</strong> as of November 2025, with about 600-700 new accounts being opened monthly.</li>



<li><strong>Future Outlook:</strong> The CEO noted that before the end of 2025, at least one more company is expected to list its shares, which will push the total capital raised in the market to <strong>over $700 million USD</strong>.</li>

<p>The initiative aims to rapidly <strong>transform Cambodia into a Digital Hub</strong> that drives <strong>digital transformation</strong>, entrepreneurship, innovation, and skills development in the digital sector. The Minister shared this ambitious vision at the opening of the Digital Government Forum 2025.</p>



<h2 class="wp-block-heading"><strong>Project Goals: Driving Innovation and Digital Skills Development</strong></h2>



<p>Minister Chea Vandeth underscored the park&#8217;s specific, long-term goals:</p>

<p>A group of shoe companies that make products for famous global brands like <strong>Armani, Michael Kors, Marc Jacobs, and Versace</strong> has promised to help advertise Cambodia&#8217;s beautiful places to visit to their international customers.</p>



<p>This promise came from <strong>Mr. Joseph Lin</strong>, the President of HQ Footwear (Cambodia) Co., Ltd., when he visited <strong>H.E. HUOT Hak</strong>, the Minister of Tourism, on November 23rd.</p>



<p>The Ministry of Tourism reported that the meeting was very positive and focused on future plans. The company plans to actively help promote Cambodia&#8217;s appeal as a tourist destination and a place to invest. They will highlight key positive points like:</p>



<ul class="wp-block-list">
<li>Peace and political stability</li>



<li>Good public safety</li>



<li>Development and growth in all areas</li>



<li>The government&#8217;s system for supporting and protecting investors</li>
</ul>



<p>They will share this information with their business contacts in China and around the world, especially with the companies that buy their shoes.</p>



<p>Minister HUOT Hak gratefully welcomed this plan and encouraged the company to work closely with the ministry. He asked the company to help share <strong>correct information</strong> about Cambodia.</p>



<p>He also suggested two specific ways the company could help:</p>

<p>This morning, Samdech Akka Moha Sena Padei Techo <strong>Hun Sen</strong>, President of the Senate, received a farewell visit from <strong>H.E. Wehelm Maximilian Donko</strong>, the outgoing Ambassador of the Republic of Austria to Cambodia, at the Senate Palace in Phnom Penh.</p>



<p>According to Senate Spokesperson H.E. Chea Thyrith, the meeting was held in a very <strong>friendly and welcoming atmosphere</strong>.</p>



<h3 class="wp-block-heading"><strong>Appreciation for Strong Ties</strong></h3>



<p>Samdech Techo Hun Sen expressed his gratitude to the Ambassador for his significant work during his time in Cambodia. He emphasized that the Ambassador’s efforts had successfully <strong>strengthened the relationship between Cambodia and Austria</strong>.</p>



<p>For his part, Ambassador Donko highlighted the <strong>strong and growing ties</strong> between the two nations. He praised Cambodia’s remarkable progress in recent years, including the fast growth of modern buildings and infrastructure.</p>



<p>The Ambassador also highlighted Austria’s key areas of cooperation with Cambodia, such as <strong>demining (clearing landmines)</strong> and supporting the <strong>Extraordinary Chambers in the Courts of Cambodia (ECCC)</strong>, which is the Khmer Rouge Tribunal.</p>



<h3 class="wp-block-heading"><strong>Focus on Future Trade and Investment</strong></h3>



<p>The Ambassador expressed his hope that trade between the two countries would continue to grow. He announced that <strong>Austrian investors are planning to visit Cambodia next month</strong> to look for new business opportunities.</p>



<p>Samdech Techo Hun Sen thanked Austria for its continued support in vital areas like demining and judicial cooperation. He encouraged both countries to further improve their <strong>economic, trade, and investment relations</strong>. <p>On the morning of November 18, 2025, <strong>H.E. Sun Chanthol</strong>, Deputy Prime Minister and First Vice-Chairman of the Council for the Development of Cambodia (CDC), met and held discussions with a delegation from the <strong>China-Asia Economic Development Association</strong>.</p>

<p>The delegation was led by <strong>Mr. CHEN Jun</strong>, Executive Vice-President and Secretary-General of the Association. The main focus of the discussion was to explore the potential for strengthening and expanding <strong>economic, trade, and investment cooperation</strong> between Cambodia and China within the Asian region.</p>



<h2 class="wp-block-heading">Broad Investment Opportunities in Cambodia</h2>



<p>During the meeting, Deputy Prime Minister Sun Chanthol extended a warm welcome to the delegation, who expressed their interest in seeking investment opportunities in Cambodia.</p>



<p>The Deputy Prime Minister highlighted the <strong>broad investment opportunities</strong> available in Cambodia, which are facilitated by the Council for the Development of Cambodia (CDC). He noted that the CDC serves as the supporting body and the <strong>single window</strong> for the Royal Government, responsible for overseeing and managing development cooperation, private investment, and Special Economic Zones (SEZs).</p>

<p>The Deputy Prime Minister also highlighted the <strong>Reciprocal Trade Agreement</strong> between Cambodia and the United States, which was formally signed on October 26, 2025, noting that it provides increased certainty for investors.</p>



<h2 class="wp-block-heading">Commitment to Bring Chinese Companies to Invest</h2>



<p>In response, Mr. CHEN Jun, speaking on behalf of the delegation, expressed his profound gratitude to the Deputy Prime Minister for giving the Association&#8217;s delegation the opportunity to meet and discuss cooperation.</p>



<p>He expressed the <strong>willingness</strong> to encourage and bring high-potential member companies specializing in <strong>technology</strong> and various <strong>processing industries</strong> to study the feasibility and seek opportunities to invest in Cambodia.</p>

<p>Prime Minister <strong>Samdech Moha Borvor Thipadei Hun Manet</strong> met with <strong>H.E. Takahashi Fumiaki</strong>, the President of the <strong>Japan-Cambodia Association (JCA)</strong>, at the Peace Palace in Phnom Penh this morning.</p>



<h2 class="wp-block-heading">Japanese Investment Plans</h2>



<p>Mr. Takahashi Fumiaki noted that this was the association&#8217;s fifth visit, bringing a delegation that included representatives from <strong>30 new and current Japanese companies</strong>. He updated the Prime Minister on the JCA&#8217;s work since setting up its office in Cambodia last year (2024).</p>



<p>The JCA President detailed key projects they are currently focusing on in three important areas:</p>



<ol start="1" class="wp-block-list">
<li><strong>Job Skills:</strong> Training Cambodian workers to meet <strong>high Japanese standards</strong>.</li>



<li><strong>Farming and Processing:</strong> Helping improve the way agricultural products are processed.</li>



<li><strong>Digital Technology:</strong> Boosting the digital skills of Cambodian workers.</li>
</ol>



<h2 class="wp-block-heading">Cambodia Welcomes Partnership</h2>



<p>Prime Minister Hun Manet praised the JCA for its hard work in promoting Cambodia, encouraging Japanese investors to visit, and highlighting Cambodia&#8217;s good business environment and investment opportunities.</p>

<p>He assured the delegation that the <strong>Royal Government of Cambodia (RGC) fully supports</strong> all of JCA&#8217;s current and future plans. He promised the government will make it easier for the association to set up and manage its business and investment projects in Cambodia.</p>



<p>The Prime Minister also directed government ministries to work closely with the JCA to ensure their projects are successful.</p>



<h2 class="wp-block-heading">Future Economic Goals</h2>



<p>The Prime Minister reminded the group that during his trip to Japan in May 2025, both countries agreed to create the <strong>&#8220;Cambodia-Japan Economic Co-Creation Package.&#8221;</strong> This package is designed to strengthen cooperation between both governments and private businesses.</p>



<p>Because of this, Samdech Thipadei encouraged the JCA to continue looking into creating <strong>special business zones</strong> just for Japanese companies, especially <strong>small and medium-sized businesses</strong>. This would help encourage more investment and industrial collaboration in the future.</p>
