<h3 class="wp-block-heading"><strong>The Fruits of the Yunnan Trilateral Summit</strong></h3>



<p>This breakthrough is a direct result of the high-level <strong>trilateral meeting</strong> held in China’s Yunnan Province. Over the past two days, <strong>H.E. Prak Sokhonn</strong> negotiated alongside China’s <strong>H.E. Wang Yi</strong> and Thailand’s <strong>H.E. Sihasak Phuangketkeow</strong> to secure the soldiers&#8217; release.</p>



<p>“We have made all necessary preparations,” stated the Cambodian top diplomat. “This is the outcome of the meeting held over the past two days&#8230; so they can safely return home and reunite with their families.”</p>

<p>To ensure a transparent and safe return, the Thai government has already notified the <strong>International Committee of the Red Cross (ICRC)</strong>. The ICRC will act as a neutral coordinator to facilitate the repatriation process and ensure the welfare of the 18 soldiers, who have spent <strong>153 consecutive days</strong> in detention.</p>

<h3 class="wp-block-heading"><strong>The Peace Dividend: China&#8217;s Role in the Border Ceasefire</strong></h3>



<p>The core of the discussions focused on the fragile <strong>Cambodia-Thailand ceasefire</strong>, which went into effect on December 26.</p>

<li><strong>Mediation Efforts:</strong> H.E. Prak Sokhonn expressed profound gratitude for China&#8217;s &#8220;active and constructive&#8221; mediation, which included shuttle diplomacy and hosting these trilateral talks.</li>



<li><strong>Humanitarian Support:</strong> In a significant show of support, Minister Wang Yi pledged <strong>20 million yuan ($2.8 million)</strong> in emergency humanitarian aid. The first batch—including tents, blankets, and food—arrived in Cambodia today to assist the nearly <strong>1 million civilians</strong> displaced by the recent border clashes.</li>



<li><strong>The Way Forward:</strong> Both ministers agreed that the ceasefire is merely the first step. They emphasized that long-term peace requires &#8220;dialogue, diplomacy, and mutual respect&#8221; to rebuild trust between Phnom Penh and Bangkok.</li>

<h2 class="wp-block-heading"><strong>Deputy Prime Minister Prak Sokhonn Receives New ICRC Regional Head; Discusses Humanitarian Support and Border Tensions</strong></h2>



<p><strong>PHNOM PENH, Cambodia –</strong> In a high-level meeting on December 17, 2025, <strong>Deputy Prime Minister and Minister of Foreign Affairs, H.E. PRAK Sokhonn</strong>, received the credentials of <strong>Mr. Jürg Montani</strong>, the newly appointed Head of the Regional Delegation of the International Committee of the Red Cross (ICRC).</p>



<p>The meeting served as a vital platform to discuss the ongoing humanitarian cooperation between the ICRC and Cambodia, particularly regarding the welfare of individuals affected by the current border situation.</p>



<h3 class="wp-block-heading"><strong>Status Update: The 18 Captured Soldiers</strong></h3>



<p>The most significant outcome of the meeting was the update regarding the <strong>18 Cambodian soldiers</strong> who were captured by Thai forces on <strong>July 29, 2025</strong>.</p>



<ul class="wp-block-list">
<li><strong>Physical Health:</strong> Mr. Montani confirmed that based on a recent ICRC visit, all 18 soldiers currently in Thai custody are <strong>safe and in good health</strong>.</li>



<li><strong>Family Communication:</strong> The ICRC has successfully collected personal messages from the detained soldiers. These letters will be forwarded to their respective families in Cambodia through the <strong>Cambodian Red Cross (CRC)</strong>.</li>
</ul>



<h3 class="wp-block-heading"><strong>Strengthening the Humanitarian Partnership</strong></h3>



<p>DPM Prak Sokhonn and Mr. Montani reviewed several key pillars of ICRC’s operations within the Kingdom:</p>

<li><strong>Rehabilitation Programs:</strong> Continued support for persons with disabilities.</li>



<li><strong>Detainee Welfare:</strong> Efforts to enhance the living conditions and rights of those in detention.</li>



<li><strong>International Humanitarian Law (IHL):</strong> Promoting the rules of war and the protection of non-combatants.</li>



<li><strong>Border Assistance:</strong> Coordinating humanitarian aid for communities impacted by the recent tensions along the <strong>Cambodian-Thai border</strong>.</li>

<li><strong>The Summit:</strong> The Francophonie Summit is the highest-level meeting of the organization, held every two years, and brings together the Heads of State (Presidents/Prime Ministers) from all member countries.</li>



<li><strong>History:</strong> The International Organisation of La Francophonie (OIF) was officially created on <strong>March 20, 1970</strong>. Cambodia first joined as an observer in 1991 and became a <strong>full member in 1993</strong>.</li>



<li><strong>Membership:</strong> Today, the OIF is a large global body with <strong>93 member states</strong> in total, including 56 full members.</li>

<p>Cambodian Minister of Foreign Affairs, <strong>H.E. Prak Sokhonn</strong>, recently met with <strong>H.E. Ignazio Cassis</strong>, the Head of Foreign Affairs for Switzerland. The meeting took place in Kigali, Rwanda, on the afternoon of November 20th, while both were attending a major international conference (the 46th Ministerial Conference of La Francophonie).</p>



<h3 class="wp-block-heading">Deepening the Partnership</h3>



<p>According to Cambodia&#8217;s Ministry of Foreign Affairs, both Ministers spoke highly of the <strong>growing relationship</strong> between Cambodia and Switzerland. They spent time discussing how they could <strong>further deepen their existing cooperation</strong> in the future.</p>
