CPP Delegation Studies Party Building in China (2025)

(Beijing/Phnom Penh) November 1, 2025 โ€“ Pursuant to the strategic consensus between the top leaders of the Cambodian Peopleโ€™s Party (CPP) and the Communist Party of China (CPC), a large CPP delegation of 50 members successfully concluded a 10-day research study visit to the Peopleโ€™s Republic of China. The visit took place from October 22 to October 31, 2025, and was facilitated by the International Department of the CPC Central Committee.

Led by Key Figures, Focused on 3 Core Objectives

The delegation was jointly led by key figures: H.E. Suos Yara, Member of the Central Committee and First Vice Chairman of the Central Committeeโ€™s Commission for Foreign Relations, and H.E. Sak Setha, Minister of State, Member of the Central Committee, and Permanent Vice Chairman of the National Committee for Sub-National Democratic Development (NCDD). The delegation comprised a diverse group, including Central Committee members, party officials who serve as ministry leaders, provincial party chiefs, researchers, and other important party functionaries.

The core objectives of this research study visit focused on three key areas:

  1. Party School Curriculum and Capacity Building for Party Cadres.
  2. Party Building.
  3. Sub-National Administrative Governance.

Practical Visits to 3 Key Locations

During the 10-day period, the delegation conducted study visits in three cities and provinces, each with distinct features:

  • Beijing: The delegation focused on studying the curriculum and methodology for building cadre capacity at the Central Party School and the Beijing Municipal Party School, the CPC’s key training institutions.
  • Hunan Province: The study here provided insights into the County-Level Party School system and explored the cooperation framework of the “Fish and Angkor Corridor”.
  • Fujian Province: The delegation learned about the cooperation framework of the “Industry and Technology Corridor”, as well as the geographical specifics of Quanzhou City, Xiamen City, Huizhou City, and the Zhanwang Development Zone.

Strengthening the Diamond Cooperation Framework

The CPP delegation received a warm welcome and substantial attention from their Chinese counterparts in organizing discussions and practical study tours designed to understand the implementation of China’s development vision and the Chinese-style socialist modernization.

The outcome of this visit is expected to contribute to promoting the implementation of the Action Plan for Building the Cambodia-China Community with a Shared Future in the New Era, which was announced in the Joint Statement between Samdech Akka Moha Sena Padei Techo Hun Sen and H.E. President Xi Jinping, and reaffirmed by Samdech Moha Borvor Thipadei Hun Manet. The study on CPC’s party building and local governance will serve as a valuable experience for the CPP to further strengthen its institutions and sub-national administration to serve the interests of the Cambodian people.
