Cambodia’s Minister of Industry, Science, Technology & Innovation, H.E. Hem Vanndy, recently met in Beijing with H.E. Luo Wen, the Minister of the State Administration for Market Regulation of China.

The goal of the meeting, held on November 17, was to strengthen cooperation on metrology (the science of measurement) and quality infrastructure. This cooperation is part of an official agreement (Memorandum of Understanding) signed during Chinese President Xi Jinping’s visit to Cambodia back in April 2025.
Focus on Better Measurement
The two Ministers agreed to prioritize several key areas related to measurement:
- Upgrading Equipment: Improving Cambodia’s tools for measurement and testing.
- Better Calibration: Making sure Cambodia can accurately check and adjust its measuring tools (calibration capability) and link them to international standards (traceability systems).
- Expert Training: Training more Cambodian experts in metrology.
They also agreed to work together on food safety checks, setting product standards, and conformity assessment (checking if products meet those standards).
Technical Support and Equipment
Following the main meeting, Minister Hem Vanndy held separate talks with the National Institute of Metrology of China (NIM) and toured its testing labs. This was done to explore deeper technical cooperation.
During the visit, the Chinese Institute (NIM) donated three pieces of metrology equipment to help improve the technical skills of Cambodia’s National Metrology Centre.

Why This Matters to Cambodia
This enhanced cooperation is very important because it will:
- Help Trade: Support the mutual acceptance of product testing results between the two countries.
- Increase Trust: Make Cambodian measurement data and certificates more reliable and accepted internationally.
- Boost Exports: Reduce technical obstacles in trade, make products safer, and help small and medium-sized Cambodian businesses (SMEs) compete better in the global market.
