Cambodia Launches Three New International Airports Worth $3.6 Billion

Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet, in a message for the first โ€œNational Civil Aviation Dayโ€ in 2025, announced a massive scale-up in the nationโ€™s air travel infrastructure.

Cambodia Launches Three New International Airports Worth $3.6 Billion

Alongside boosting air traffic, the development of international airport infrastructure has been steadily reinforced. In the last three years, Cambodiaโ€™s Civil Aviation sector successfully launched three new international airports, backed by a combined US$3.6 billion in investment.

Three New Mega-Airports Launched

The three new operational international airports include:

  • Siem Reap Angkor International Airport (4E): A Build-Operate-Transfer (BOT) project with $1.1 billion invested, inaugurated in 2023.
  • Dara Sakor International Airport (4D): A Build-Own-Operate (BOO) project with $200 million invested, inaugurated in 2024.
  • Techo International Airport (4F): This flag-ship project, including crucial connecting infrastructure, totaled $2.3 billion in investment and was inaugurated on October 20, 2025.

Open Skies Policy Drives 14% Passenger Growth

The Prime Minister credited the visionary “Open Skies Policy,” launched by former Prime Minister Samdech Techo Hun Sen in 1999. This policy plays a vital role in increasing the flow of passengers and air cargo, contributing to the growth of tourism, business, and commerce through the liberalization of bilateral and multilateral ASEAN air transport agreements.

The air transport results are highly positive: in the first 10 months of 2025, Cambodia hosted 35 domestic and foreign airlines, connecting to 16 countries and 39 major cities across Asia and the Middle East. The country received over 5.7 million air travelers, marking a 14% increase compared to the 5 million travelers in the same period in 2024.
