In a powerful address to the nation’s media leaders, Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, has underscored the importance of professional ethics and responsibility. Speaking on the occasion of the 22nd Editors’ Forum, the Premier highlighted that the quality of journalism during border conflicts can directly influence national stability and international perception.

The forum, aptly themed “The Role of Journalists During Border Conflicts,” served as a platform for Cambodian media professionals to discuss the evolving challenges of reporting in a digital world where information is often used as a weapon.

Navigating Disinformation: The Challenge of Journalism During Border Conflicts

Samdech Thipadei Hun Manet warned that modern border tensions are no longer limited to the physical battlefield. Instead, they have expanded into diplomatic, legal, and information arenas. He noted that journalism during border conflicts now faces unique threats from the digital era, including:

  • AI and Social Media: The rapid flow of information can be exploited by malicious actors to spread AI-generated disinformation and distort facts.
  • Public Sentiment: Responsible reporting is required to ensure that public emotions are not unnecessarily inflamed by unverified reports.
  • Verifying Facts: The Prime Minister praised those who have provided timely and balanced coverage, helping the world understand Cambodia’s commitment to peace and international law.

National Unity and Ethical Standards

A core pillar of journalism during border conflicts is the balance between press freedom and national security. The Prime Minister urged journalists to work in solidarity with state institutions to safeguard Cambodia’s sovereignty.

To ensure the safety of both citizens and frontline personnel, the Premier cautioned against:

  • Sensitive Military Data: Avoiding the publication of troop movements or military positions.
  • Incitement: Refraining from content that could provoke ethnic hostility or create public confusion.
  • National Solidarity: Encouraging a united voice that prioritizes the defense of peace and the “Cambodia Vision 2050.”

Commitment to Peace and Press Freedom

While the Prime Minister emphasized security, he also reaffirmed the government’s strong commitment to press freedom within the framework of the Constitution. He viewed the media as an “indispensable partner” in promoting transparency and sustainable development.

Furthermore, he reiterated Cambodia’s dedication to peaceful resolutions, specifically referencing the Putrajaya Ceasefire (July 28, 2025) and the Kuala Lumpur Joint Declaration (Oct 26, 2025). The Premier’s message was clear: Cambodia seeks friendship and cooperation, and the media plays a decisive role in communicating this peaceful intent to the world.
