PHNOM PENH, December 22, 2025 โ In a strategic move to safeguard international trade, the General Department of Customs and Excise (GDCE) hosted a high-level workshop at the Customs National School today. The session focused on the new Standard Operating Procedures (SOPs) designed for Goods-Origin fraud prevention in Cambodia, specifically targeting exports to the United States.
H.E. KUN Nhem, Minister Attached to the Prime Minister and Director General of the GDCE, presided over the event. Joining him was H.E. HO Sivyong, Delegate of the Royal Government of Cambodia, who provided expert insights as a panelist.
Unified Action for Trade Compliance
The workshop brought together a “Whoโs Who” of Cambodiaโs economic leadership, highlighting the importance of export integrity. Key attendees included:
- Neak Oknha Kith Meng, President of the Cambodia Chamber of Commerce.
- The Secretary General of the Cambodian Investment Board (CDC).
- The President of the American Chamber of Commerce (AmCham) in Cambodia.
- Personal Advisers to the Prime Minister and top ministerial leaders.
Strengthening Procedures for Goods-Origin Fraud Prevention in Cambodia
The primary goal of the workshop was to disseminate the new SOPs that aim to stop Goods-Origin fraud before it reaches the U.S. market. Under the Qualified Investment Projects (QIP) framework, these measures will protect legitimate Cambodian businesses by:
- Tightening Registration: Strengthening the initial procedures for registering investment projects.
- Master List Oversight: Implementing a more rigorous review and approval process for master lists.
- Verifying Rules of Origin: Enhancing the physical and documentary verification of goods to ensure they meet international standards.
- Securing Documentation: Streamlining the issuance of Origin Certification Letters (OCL) to prevent forgery.
Bridging the Gap Between Policy and Private Sector
Beyond procedural updates, the workshop provided a vital platform for policymakers and private sector stakeholders to discuss trade expansion with the United States. By addressing specific challenges faced by exporters, the GDCE aims to maintain and expand Cambodiaโs trade footprint while ensuring 100% compliance with U.S. customs requirements.
