Teachers Key to Cambodia’s AI Success: Hun Sen

PHNOM PENH — Samdech Akka Moha Sena Padei Techo Hun Sen, Head of State of Cambodia, marked World Teachers’ Day (October 5, 2025) by delivering a powerful strategic message that placed educators at the forefront of the nation’s technological advancement. The Head of State’s message was delivered under the pivotal theme, “Teachers as a Key Player in Artificial Intelligence Transformation,” positioning them as the core pillar of national AI development.

The address underscores a national consensus: Cambodia’s ability to successfully navigate the age of Artificial Intelligence (AI) and enhance its global standing will depend fundamentally on the skill and dedication of its teachers in preparing the next generation.

The Mandate: Teachers Leading the AI Transformation

In his message, Samdech Techo Hun Sen articulated a clear mandate for the education sector, viewing teachers as central figures responsible for ensuring the country seizes the opportunities presented by AI.

The core mission for educators is to move beyond conventional instruction and proactively:

  • Prepare an AI-Ready Workforce: Teachers must equip students with the necessary critical thinking, ethical judgment, and technical skills needed to utilize AI tools productively, rather than merely consuming them.
  • Drive Curriculum Evolution: The teaching corps is tasked with the vital work of integrating new digital and AI concepts into learning, ensuring that Cambodian youth become innovators who can apply AI to solve real-world, local challenges.
  • Uphold Equity: Educators are essential in safeguarding against a widening digital gap, working to ensure that AI literacy and access are spread equitably across all regions of the nation.

Alignment with the Pentagonal Strategy’s Core Pillars

The Head of State emphasized that this focus on AI transformation is seamlessly integrated into Cambodia’s long-term political and economic blueprint: the Pentagonal Strategy – Phase I.

He highlighted that the daily work of teachers directly links the nation’s two most critical strategic pillars for sustainable growth:

  • 1. Human Resource Development (HRD): Teachers are the direct pipeline for building the highly skilled, ethical workforce required to meet Cambodia’s goal of becoming a high-middle-income country by 2030.
  • 2. Digital Transformation: Educators serve as the essential human component that ensures society is ready to adopt and benefit from digital tools, thus successfully enabling the national Digital Transformation agenda.

By identifying teachers as the core pillar of AI development, Samdech Techo Hun Sen reaffirmed the government’s strategic view: the education sector is the most critical area of investment for achieving the ambitious goals laid out in the Pentagonal Strategy.

A Strong Message of Gratitude and Commitment

The World Teachers’ Day celebration conveyed profound national respect and appreciation for the continuous dedication and sacrifice of teachers. The message emphasized that their role is vital for fostering stability and securing the nation’s future prosperity. The transformation of the classroom, led by teachers, is viewed as the essential first step toward the transformation of the entire nation.
