In his message, Samdech Techo Hun Sen articulated a clear mandate for the education sector, viewing teachers as central figures responsible for ensuring the country seizes the opportunities presented by AI.

The Head of State emphasized that this focus on AI transformation is seamlessly integrated into Cambodia’s long-term political and economic blueprint: the Pentagonal Strategy – Phase I.
He highlighted that the daily work of teachers directly links the nation’s two most critical strategic pillars for sustainable growth:
- 1. Human Resource Development (HRD): Teachers are the direct pipeline for building the highly skilled, ethical workforce required to meet Cambodia’s goal of becoming a high-middle-income country by 2030.
- 2. Digital Transformation: Educators serve as the essential human component that ensures society is ready to adopt and benefit from digital tools, thus successfully enabling the national Digital Transformation agenda.
