Cambodia Targets Upper-Middle-Income Status by 2030 – UN Pledges Support Amid Global Peace and Energy Security Talks

PHNOM PENH — Cambodia’s goal of attaining upper‑middle‑income country status by 2030, together with global peace challenges and emerging energy security threats, dominated discussions between Acting Head of State Samdech Akka Moha Sena Padei Techo Hun Sen and the newly appointed UN Resident Coordinator to Cambodia, H.E. Ms. Vladanka Andreeva.

The meeting, held at the Senate’s Solidarity Palace this morning, was confirmed by Senate Spokesperson H.E. Chea Thyrith.

Warm Welcome and Call for Stronger UN Cooperation

Samdech Techo Hun Sen warmly welcomed Ms. Vladanka Andreeva and her delegation, expressing his hope that the United Nations would further strengthen its cooperation and relations with Cambodia across all development sectors.

For her part, Ms. Andreeva highlighted the long‑standing and robust partnership between Cambodia and the UN, reaffirming the organisation’s readiness to continue supporting the Kingdom — particularly in its efforts to achieve upper‑middle‑income status by 2030.

“The UN is committed to standing with Cambodia as it progresses toward its development ambitions,” Ms. Andreeva was quoted as saying.

Samdech Techo expressed his deep appreciation for the UN’s continued assistance and welcomed its commitment to supporting Cambodia’s national development goals.

Sustainable Development Goals and Global Challenges

Both sides discussed the implementation of the United Nations Sustainable Development Goals (SDGs) by the 2030 deadline. They also exchanged views on pressing global challenges, with special attention to:

  • Energy security: Rising oil prices and supply chain vulnerabilities that affect many countries, including Cambodia.
  • Global peace: The need for multilateral cooperation to address conflicts and maintain international stability.

Samdech Techo reaffirmed Cambodia’s tangible contribution to maintaining global peace through its active participation in UN peacekeeping missions. To date, Cambodia has deployed nearly 10,000 peacekeepers to various countries under the UN framework — a record that places the Kingdom among the top troop‑contributing nations in Southeast Asia.

Climate Change: A Shared Global Concern

Climate change was also highlighted as a shared global concern requiring close cooperation between the UN and its member states. Both sides agreed on the urgency of climate adaptation and mitigation measures, particularly for developing countries highly vulnerable to extreme weather events.

Analyst’s View: A Strategic Diplomatic Reset

Dr. Sopheak Mongkol, a regional security and strategy analyst, noted that the meeting signals a reaffirmation of Cambodia’s multilateral engagement.

“By hosting the new UN Resident Coordinator so early in her tenure and discussing concrete issues like energy security and peacekeeping, Samdech Techo is sending a message: Cambodia remains a committed UN partner. The mention of nearly 10,000 deployed peacekeepers is a powerful reminder of Cambodia’s credibility on the global stage,” Dr. Mongkol said.

He added that energy security has become a central concern for developing nations, and Cambodia’s openness to UN cooperation in this area could unlock technical assistance and financing for renewable energy and grid resilience.

What’s Next

Ms. Vladanka Andreeva officially assumed her role as UN Resident Coordinator to Cambodia in late April 2026. Her agenda includes deepening collaboration with the Royal Government on the SDGs, climate action, and post‑COVID economic recovery. A joint work plan for 2026‑2027 is expected to be finalized in the coming months.
