PHNOM PENH — The Honorable Dr. Roosevelt Skerrit, Prime Minister of the Commonwealth of Dominica, concluded a successful Working Visit to the Kingdom of Cambodia from October 8 to 10, 2025, aimed at deepening bilateral relations and cooperation.
The visit, which coincided with the 15th anniversary of diplomatic relations between the two countries, included high-level meetings with both current and former Cambodian leaders.
Prime Minister Skerrit called on Samdech Akka Moha Sena Padei Techo Hun Sen, the Acting Head of State of the Kingdom of Cambodia, and held a bilateral talk with Samdech Moha Borvor Thipadei Hun Manet, the Prime Minister of the Kingdom of Cambodia.
Bilateral Discussions and Policy Alignment
During their meeting, Samdech Moha Borvor Thipadei Hun Manet warmly welcomed Hon. Dr. Skerrit’s visit and reaffirmed Cambodia’s commitment to strengthening friendship and cooperation.
The Dominican Prime Minister conveyed deep gratitude for the warm hospitality and commended Cambodia’s progressive development and wise and visionary leadership of Samdech Thipadei, expressing confidence that the nation will continue to advance and prosper.
The two leaders recalled the official visit of H.E. Excellency Dr. Vince Henderson, Minister of Foreign Affairs, International Business, Trade and Energy of the Commonwealth of Dominica, to Cambodia in March 2023. They reaffirmed their shared commitment to further strengthen bilateral ties and expand cooperation across several mutually beneficial fields, including:
- Political-diplomatic ties
- Trade and Investment
- Agriculture
- People-to-people connectivity (tourism and culture)
Key Outcomes and Support for Cambodia’s Candidacies
The visit yielded significant agreements and mutual support in regional and international forums, including within the framework of the United Nations.
- Mutual Support: Prime Minister Skerrit announced Dominica’s support for Cambodia’s candidacies as a member of UNESCO’s Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage (ICS-ICH) for the term 2026–2030, and as a member of the Economic and Social Council (ECOSOC) for the term 2028–2030.
- MoU Exchange: The two leaders witnessed the exchange of a Memorandum of Understanding (MoU) on the Establishment of Bilateral Consultations between the Foreign Ministries, creating a mechanism to promote cooperation in all potential sectors.

Receiving the Honorable Dr. Skerrit for a courtesy call on October 10, 2025, Samdech Techo Hun Sen extended a warm welcome, noting that the visit reflects both countries’ commitment to friendship and cooperation. He commended the positive trajectory of bilateral relations and underscored the importance of sustained engagement.
The Honorable Dr. Skerrit highly commended Samdech Techo’s wise leadership in maintaining peace and advancing national development, and expressed appreciation for the insights and experiences shared during their meeting.
Regional Peace and Future Partnership
Regarding regional matters, Dr. Skerrit encouraged peaceful resolution to all border issues between Cambodia and Thailand through peaceful means, in accordance with international law and bilateral agreements.
The Ministry of Foreign Affairs concluded that the Working Visit of The Honorable Dr. Roosevelt Skerrit has further strengthened the bonds of friendship and cooperation, laying a solid foundation for enhanced partnership in the years ahead.
