Fruits of Peace: Siem Reap’s Smart City Initiative to Drive Investments and Modernize Public Services

SIEM REAP — The ongoing implementation of the Smart City initiative in Siem Reap is set to act as a powerful catalyst for attracting foreign direct investment, revitalizing tourism, and digitalizing public services. This comes as provincial authorities accelerate executive plans to transform Cambodia’s premier historical and cultural destination into a globally competitive urban center.

This pivotal development strategy was the central focus of the 4th General Meeting of the Siem Reap Smart City Consortium, held on June 29, 2026. The high-level session was chaired by H.E. Um Mara, Secretary of State of the Ministry of Interior and Chair of the Smart City Coordination and Steering Committee, alongside Siem Reap Deputy Governor Samkol Sochetra. The meeting convened key public and private sector leaders to align cutting-edge technological deployment with the province’s urgent socio-economic priorities.

During the session, Deputy Governor Samkol Sochetra highly commended the close technical cooperation between the provincial administration and the Japan International Cooperation Agency (JICA). He emphasized that this strategic partnership successfully completed 10 smart city pilot projects during its foundational phase.

Building upon this remarkable momentum—made possible through Cambodia’s enduring peace and political stability—the provincial administration is actively launching eight new smart projects for Phase 2. These upcoming initiatives are specifically engineered to eliminate urban bottlenecks and seamlessly transition Siem Reap into a highly sustainable, modern heritage site.

“Smart city development will fundamentally improve the efficiency of urban governance and radically enhance public service delivery,” stated the Deputy Governor. “This initiative is vital to attracting premium investments, boosting high-value tourism, and increasing the province’s overall competitiveness within Southeast Asia.”

To ensure flawless and result-oriented execution, H.E. Um Mara directed the Smart City Coordination Committee and local authorities to deepen their integration with JICA’s technical experts, stressing the absolute need for tangible, measurable outcomes in this next phase.

This localized push aligns perfectly with Cambodia’s broader national vision. The Ministry of Interior is currently finalizing the country’s 10-Year National Smart City Development Strategy (2025–2035). This comprehensive national roadmap positions Siem Reap as the flagship model, establishing the ultimate blueprint for urban modernization across the rest of the Kingdom.
