2025 Data: How We Tracked China’s FDI Surge

We base the data and figures used below on the most current publicly available information up to late 2025. We derived this information from the latest market intelligence and authoritative government reports, ensuring our analysis remains timely and accurate for your investment decisions.

Commitment to Real-Time Investment Analysis

Our analysis leverages the most recent data from the Council for the Development of Cambodia (CDC) and other primary sources. We specifically focused on projects approved within the first three quarters of 2025, providing a clear and up-to-the-minute perspective on the China FDI Cambodia 2025 allocation.

I. Introduction: The Investment Tsunami Reshaping Cambodia

The narrative surrounding Cambodia’s economy in 2025 is dominated by one staggering figure: the nation approved $9.5 billion in total investment projects in the first 11 months of the year, a substantial rise over 2024 figures. But behind this headline number lies a single, powerful engine: China’s Foreign Direct Investment (FDI).

Chinese capital accounts for a commanding 52.62% of all approved FDI in the first 11 months of 2025, reaching an approximate figure of $5.0 billion and solidifying its role as the Kingdom’s primary economic partner. While previous waves of Chinese investment were often characterized by speculative real estate, the 2025 surge is strategically different. This new wave of capital is infrastructure-heavy, strategically guided by the China-Cambodia Diamond Cooperation Framework, and focused on long-term industrialization.

This article provides a data-driven analysis, revealing the specific, high-value sectors and key projects driving this surge, crucial for understanding Cambodia’s path toward becoming a middle-income country.

READ MORE: Cambodia FDI Surges 47%, Approving $9.5 Billion in Investment Projects

II. Section 1: The Foundation: Infrastructure & Energy—The Multi-Billion Dollar Core

The most high-profile and strategically significant investments from China in 2025 are not in consumer-facing industries but in the essential infrastructure required to move goods, power industries, and connect Cambodia to international trade routes.

This focus addresses Cambodia’s most significant economic bottlenecks: high logistics costs and energy instability.

The Mega-Project Spotlight: Funan Techo Canal Funding

The most potent symbol of this new strategic infrastructure investment is the Funan Techo Canal. The Council for the Development of Cambodia (CDC) officially approved the $1.2 billion construction and operation investment project in October 2025, greenlighting one of the nation’s largest-ever logistics undertakings.

Strategic Value: The 180-kilometer canal will connect the Mekong River system directly to the Gulf of Thailand, bypassing reliance on ports in a neighboring country. This shift aims to drastically lower logistics costs for Chinese-linked manufacturers located in the southern corridor.

Funding and Structure: The project, with an estimated final cost of $1.7 billion, follows a Build-Operate-Transfer (BOT) model under a Public-Private Partnership (PPP). Significantly, the structure ensures majority Cambodian control, with local investors holding a 51% equity stake and Chinese partners holding the remaining 49%.

Timeline: Excavation is scheduled to begin in late November or early December 2025, with a target completion date of 2028.

The successful securing of financing and the visible progress on the ground underscore the commitment to building a self-sufficient Industrial and Technological Corridor along Cambodia’s coast.

Powering the Future Industrial Corridor

A large portion of the Chinese Infrastructure Investment is dedicated to energy, which is critical for ensuring stable, low-cost power—the lifeblood of industrial expansion. Investments continue to flow into solar power plants and other foundational energy projects, directly addressing utility bottlenecks that slowed industrial growth in previous years.

READ MORE: Why China Now Controls Over 50% of Cambodia’s FDI Boom (2025 Analysis)

III. Section 2: Manufacturing Reloaded—The Industrial Corridor Shift

The manufacturing and industry sector remains the dominant destination for investment, receiving the largest share of the capital surge. This investment is strategically concentrated, forming the backbone of the envisioned corridor.

RCEP Investment Impact: The Relocation Magnet

The Regional Comprehensive Economic Partnership (RCEP), alongside the bilateral China-Cambodia Free Trade Agreement (CCFTA), acts as a powerful magnet for Chinese factory relocation.

Tariff Incentives: By investing in Cambodia, Chinese firms gain a cost-effective base for accessing the RCEP’s massive consumer market tariff-free, provided their goods meet the agreed-upon rules of origin.

Sector Diversification: While Garments, Footwear, and Travel goods (GFT) remain strong, 2025 data confirms the emergence of higher value-added assembly sectors. This includes significant investments in:

Automotive Parts and Vehicle Assembly: Driven by the over $1 billion export value of the vehicle industry in 2025, largely supported by tyre and component manufacturing.

Electronics and Electrical Components: A crucial step in moving Cambodia up the value chain, attracted by tax breaks and Qualified Investment Project (QIP) status.

Mapping the New Hubs: Geographical Concentration

The investment flows are not random; they are focused on provinces that feed the new supply chain.

Top Investment Destinations (YTD 2025 Projects):

Kampong Speu (136 projects): Leading the list, benefiting from proximity to Phnom Penh and becoming the flagship industrial province outside the capital.

Svay Rieng (135 projects): Anchored by its border Special Economic Zones (SEZs), vital for cross-border supply chains.

Phnom Penh (75 projects): Retaining its role as the commercial and administrative center.

This concentration ensures that new factories are located where infrastructure is guaranteed and where logistical costs will be lowered by projects like the Funan Techo Canal and the existing Phnom Penh-Sihanoukville Expressway.

IV. Section 3: Recovery and Realignment: Real Estate and Tourism

The recovery in Real Estate and Tourism, while smaller in value than Infrastructure and Manufacturing, demonstrates a necessary alignment with the overall industrial strategy.

Quality Over Speculation: The new investment trend is towards high-end residential and integrated hospitality that supports the industrial and technical workforce, rather than the previous speculative focus on gambling. This includes the building of hospitals and high-quality residential units needed for Chinese managers and engineers.

Tourism Focus: Investments are also linking to the China-Cambodia Year of Tourism 2025 and major new assets like the Siem Reap Angkor International Airport, anticipating the full rebound of Chinese visitors—a demographic crucial for Cambodia’s service sector recovery.

READ MORE: Cambodia Launches Visa-Free Trial for Chinese Tourists in 2026

V. The Driving Strategy: The Diamond Cooperation Framework

The entire China FDI Cambodia 2025 surge is fundamentally guided by the Diamond Cooperation Framework (sometimes called the Diamond Hexagon Cooperation). This high-level bilateral policy guides all economic cooperation across six major areas:

Political Cooperation: Ensuring high-level alignment and stability.

Production Capacity and Quality: Directly supporting the $5.3 billion manufacturing surge.

Agriculture: Focused on the “Fish and Rice Corridor” initiative.

Energy: The source of critical infrastructure funding.

Security: Providing stability for investment and project sites.

People-to-People Exchanges: Supporting tourism and educational initiatives.

This framework essentially guarantees Chinese investors that their projects align with Cambodia’s national priorities, providing a high degree of predictability and political security for their long-term capital commitments.

VI. Conclusion: Sustainable Growth and the Dependency Question

The $5.0 Billion FDI surge in 2025 is compelling evidence that Cambodia has firmly positioned itself as a primary destination for Chinese strategic capital. The money is strategically building a foundation focused on industrial capacity and logistical independence.

For investors, the key takeaway is clarity: the Industrial and Technological Corridor is now a clearly defined and government-backed path. Companies that align their strategies with the goals of the Diamond Cooperation Framework are best positioned to capitalize on this multi-billion dollar trend.

However, a critical question remains: sustainability and dependency. The overwhelming reliance on one country (China accounts for over 52% of total FDI) makes Cambodia economically vulnerable to shifts in Beijing’s policy. While the investment provides undeniable and necessary economic uplift, the long-term challenge for the Royal Government remains diversification and ensuring that this FDI translates into genuine technology transfer and higher-skilled jobs for Cambodian citizens.

Unlock the Next Investment Frontier (CTA)

What is the total size of China FDI Cambodia 2025 and how does it compare to previous years?

In the first 11 months of 2025, China’s approved FDI reached approximately $5.0 billion, accounting for over 52% of Cambodia’s total approved investment. This marks a strategic increase focused heavily on industrial and infrastructure assets rather than previous speculative real estate booms.

Which sector received the largest share of the Chinese investment in the Industrial Corridor this year?

The manufacturing and industry sector received the largest share, totaling around $5.3 billion in approved projects. This capital is predominantly targeted at establishing new factories for export, including vehicle parts and electronics assembly.

How does the Funan Techo Canal relate to the 2025 Infrastructure Investment surge?

The Funan Techo Canal is the most significant single infrastructure project, approved in late 2025 with an estimated cost of $1.7 billion. It is crucial for lowering logistics costs for manufacturers located in the new Industrial Corridor by reducing reliance on external ports.

What role do RCEP and the CCFTA play in attracting this new wave of Chinese investment?

The Regional Comprehensive Economic Partnership (RCEP) and the China-Cambodia Free Trade Agreement (CCFTA) incentivize Chinese manufacturers to relocate production to Cambodia. This allows Chinese firms to utilize Cambodia as a “gateway” for exporting goods to ASEAN and other markets with preferential tariff treatments.

What is the Diamond Cooperation Framework, and how does it influence Chinese investment flows?

The Diamond Cooperation Framework is a high-level strategic policy guiding economic cooperation between the two nations across six areas (including Infrastructure, Production Capacity, and Energy). It provides political assurance and predictability for Chinese investors, ensuring projects align with Cambodia’s national priorities.

A Deep-Dive Investigation Into the Kingdom’s Fast-Charging EV Revolution — and Its Fragile Foundations

Cambodia’s EV Boom Has Arrived — But Built on Whose Terms?

Cambodia is undergoing one of the most dramatic automotive shifts in its modern history. Electric vehicles—once a symbol of niche luxury—are increasingly visible across Phnom Penh, Siem Reap, and emerging urban corridors. Registration data from 2023 and 2024 indicates a sharp surge in EV adoption, with thousands of new units added within a remarkably short period and growth rates climbing into the triple digits.

Behind this acceleration stands a single defining force: China.

From BYD’s aggressively priced models to a wave of lesser-known Chinese EV brands entering through private distributors, Chinese electric cars are driving Cambodia’s rapid electrification. Their competitive pricing, fast delivery times, expanding after-sales network, and increasingly sophisticated technology have turned Chinese EVs into the dominant face of Cambodia’s clean-mobility transition.

But this boom raises an uncomfortable question—one that rarely surfaces in policy announcements, dealership promotions, or investor briefings:

Is Cambodia building a resilient EV ecosystem, or drifting into structural dependence on a single foreign supplier with limited local capacity to sustain long-term growth?

This investigative analysis explores the economic forces, policy incentives, and geopolitical currents shaping Cambodia’s reliance on Chinese EVs—alongside the environmental and industrial opportunities at stake, and the systemic risks that policymakers cannot afford to ignore.

The Numbers: Mapping Cambodia’s EV Market Surge

While Cambodia’s EV market remains modest in absolute size, its growth rate is among the fastest in Southeast Asia. Between 2022 and 2024, electric vehicle registrations soared, fueled overwhelmingly by Chinese manufacturers.

A consolidated snapshot of the market reveals just how rapidly the shift is unfolding.

Cambodia’s EV Registration Growth (2021–2024)

Year

Registered EVs

YoY Growth %

Notes

2021

~300

—

Limited adoption; mostly Tesla imports

2022

~700

+133%

Entry of BYD and other Chinese brands

2023

~1,200

+71%

Early rollout of charging stations

2024

2,253–2,513 (various sources)

+110% to +620%

Historic expansion; Chinese EVs dominate

Market Share by Leading Brands in 2024 (Approx.)

Brand

Country

Market Share

Notes

BYD

China

40–55%

Strong distribution & service network

Tesla

US

12–18%

Premium niche; limited local support

Toyota / Hyundai

Japan / Korea

5–10%

Small EV presence; hybrids dominate

Other Chinese brands (ORA, NETA, Dongfeng)

China

10–20%

Rapid entrants via private importers

Other global brands

Various

<5%

Marginal role

The data reveals a central truth:

“Cambodia’s EV transformation is, in essence, a China-driven transformation.”

Rather than developing a diversified EV ecosystem, Cambodia is building its future mobility around a single-country supply chain—attracted by affordability, availability, and aggressive export strategies.

Why Cambodia Is Turning to Chinese EVs

A convergence of structural forces is pushing Cambodia toward Chinese-made EVs. Below are the key drivers reshaping the market.

1. The Price Advantage: China’s EVs Undercut Global Competitors

In a lower-middle-income market, price dictates consumer behavior. For decades, imported second-hand Japanese cars dominated Cambodia due to affordability. Western EVs remain aspirational, with price tags far beyond the reach of the average household.

Chinese EVs offer a compelling substitute:

30–60% cheaper than Western EVs

Often priced lower than 8–10-year-old Japanese hybrids

Supported by flexible financing through Chinese-backed lenders

Example Vehicle Prices (2024)

Model

Estimated Cambodia Price

Notes

BYD Dolphin

$18,000–$23,000

Market bestseller

NETA V

$15,000–$18,000

Cheapest new EV available

Tesla Model Y

$60,000–$75,000

Out of reach for most buyers

For many buyers, a Chinese EV is not just a car—it is their first brand-new vehicle ever. That is transformative.

2. Fuel Savings: EV Economics Align With Urban Commuting

Cambodia’s volatile fuel prices make EVs increasingly attractive. Benefits include:

Lower cost per kilometer

Minimal maintenance compared to ICE cars

Predictable electricity bills

Ideal performance in congested urban environments

Ride-hailing drivers and daily commuters are particularly sensitive to total cost of ownership, making budget-friendly EVs appealing.

3. China’s Strategic EV Export Push

China has repositioned EVs as a core pillar of its global export strategy. Cambodia benefits from this through:

Short shipping times

High inventory availability

Lower logistics and parts costs

Dealerships backed by Chinese financing

This has led to a situation where EV showrooms are expanding faster than charging networks.

4. Government Incentives Favor Fast EV Adoption

Cambodia’s policy environment strongly supports EV imports:

Lower import taxes

Support for charging-station operators

Regulations enabling private-sector infrastructure investment

Public messaging tying EV growth to environmental goals

Chinese suppliers, with ready stock and attractive pricing, were perfectly positioned to capitalize on this opening.

5. Tech Appeal: Cambodia’s Young Buyers Want Smart Features

Chinese EVs emphasize features that resonate with millennials and Gen Z buyers:

Large touchscreens

Digital dashboards

Advanced driver-assistance systems

App-controlled vehicle functions

These features give Chinese EVs a modern, aspirational feel, especially compared to decade-old Japanese imports.

6. BYD’s Global Reputation Boosts Consumer Confidence

BYD’s rise as the world’s top EV manufacturer has expanded consumer trust across emerging markets. Its competitive pricing and reliable battery technology give Cambodian buyers the confidence that they are investing in a globally recognized brand.

The Hidden Risks Behind Cambodia’s EV Boom

Amid the excitement, Cambodia’s EV expansion also exposes significant structural vulnerabilities. These risks remain largely unaddressed in public discourse.

Risk 1 — Charging Infrastructure Is Not Keeping Pace

While EV sales surge, infrastructure lags dangerously behind.

Phnom Penh has a modest but growing network of chargers.

Provincial cities remain almost entirely unserved.

High-speed DC chargers are rare.

Operators follow no unified national standard.

No national consolidated map of charging stations exists.

Estimated Charger Distribution (2024)

Location

Estimated Public Chargers

Notes

Phnom Penh

20–35

Primarily in malls and hotels

Siem Reap

3–5

Tourism-driven installations

Sihanoukville

2–4

Private operators

Provinces (combined)

<10

Severely underdeveloped

High-speed DC chargers

Very few

Insufficient for intercity travel

Without urgent intervention, Cambodia risks an EV bottleneck.

“The Kingdom may be building an EV market usable only in major cities—while the rest of the country remains left behind.”

A capital-centric EV ecosystem will eventually stall national adoption.

Risk 2 — Over-Dependence on a Single Foreign Supplier

Cambodia currently imports nearly all of its EVs—and the overwhelming majority come from China. Such concentration carries long-term risks:

Vulnerability to Chinese domestic policy shifts

Exposure to geopolitical tensions

Limited bargaining power for consumers and regulators

Price manipulation risks in a non-competitive market

Minimal local innovation or manufacturing capacity

In effect, Cambodia risks replicating past patterns of monoline economic dependency seen in textiles, construction materials, and agricultural inputs.

Risk 3 — Weak After-Sales, Maintenance, and Battery Capacity

Behind the sleek showrooms lies a fragile support ecosystem.

Current challenges include:

Lack of trained EV technicians

Weak diagnostic capacity beyond authorized dealers

Limited spare parts for lesser-known brands

Absence of domestic battery recycling

No national system for safe battery disposal

As thousands of EVs age, Cambodia faces a looming battery-waste crisis.

“Battery degradation could become Cambodia’s silent EV emergency if recycling and disposal solutions remain absent.”

Risk 4 — EVs Remain Expensive for Most Cambodian Households

Even “affordable” EVs remain costly in local terms. Barriers include:

High upfront purchase price

Limited long-term financing options

Uncertain resale value

Expensive battery replacements

Weak insurance products tailored for EVs

The risk is the emergence of a two-speed mobility divide—urban elites go electric, while rural Cambodia continues relying on aging, polluting vehicles.

The Stakes: Environmental and Economic Gains on the Horizon

Cambodia’s EV transition is not without significant upside. If managed well, the country can capture environmental and economic value.

1. Environmental Impact

EV adoption can help Cambodia:

Reduce urban air pollution

Lower greenhouse gas emissions

Cut dependence on fuel imports

Support climate commitments under COP frameworks

If integrated with renewable energy expansion, the benefits multiply.

2. Economic and Industrial Opportunities

A mature EV ecosystem could unlock:

Battery recycling operations

Local assembly and component manufacturing

Green-skill workforce development

Expansion of charging-infrastructure companies

Growth in green financing products

Strategic Chinese partnerships could accelerate industrial development—if negotiated carefully.

3. Transportation Modernization

An EV transition can push Cambodia toward:

Smart mobility networks

Digitized transport management

Cleaner public transit systems

Urban planning aligned with green infrastructure

This modernization could strengthen Cambodia’s competitiveness in tourism, logistics, and investment.

Policy Roadmap: How Cambodia Can Avoid Long-Term Dependence

To ensure sustainability and resilience, Cambodia must take proactive steps across five key areas.

1. Build a Nationwide Charging Network

Policy priorities include:

National charging standards

Public-private partnerships

Provincial and highway charging corridors

Transparent data via a national charger registry

Incentives for DC fast-charging deployment

2. Develop Local Skills and Technical Capacity

Cambodia must urgently invest in:

EV technician training programs

Third-party maintenance centers

Battery diagnostics certification

Vocational programs in EV repair and renewable energy

3. Encourage Market Diversity

To prevent dependency:

Reduce barriers for non-Chinese EV brands

Create incentives for regional players (Japan, Korea, Europe)

Promote local assembly zones and supply-chain diversification

Diversified suppliers mean stronger resilience.

4. Establish Battery Disposal and Recycling Systems

Cambodia must prepare for the wave of battery end-of-life coming by 2030:

National recycling guidelines

Environmental disposal standards

Incentives for battery refurbishing companies

5. Strengthen Consumer Protection

Consumers require:

Transparent battery warranties

Verified degradation and range data

Standardized maintenance pricing

Benchmarked resale values

EV-specific insurance products

Stronger consumer trust equals stronger EV adoption.

Conclusion — Can Cambodia Balance EV Opportunity With Long-Term Resilience?

Cambodia’s electrification surge represents a defining moment in its automotive history. While Chinese EVs have lowered the barrier to entry and accelerated clean-mobility adoption, the rapid growth has outpaced infrastructure, regulatory capacity, and local technical readiness.

The coming decade will determine whether Cambodia becomes:

A regional EV success story—with resilient infrastructure, diversified suppliers, and strong domestic talent
or

A cautionary example of over-reliance on imports and underinvestment in local systems.

The outcome will depend not on how many EVs Cambodia imports—but on how effectively it builds the ecosystem that must sustain them.

Key Takeaways

Cambodia’s EV market is expanding rapidly, led overwhelmingly by Chinese manufacturers.

Nationwide charging infrastructure remains insufficient, posing a major adoption barrier.

Dependence on Chinese supply chains creates long-term strategic vulnerabilities.

Maintenance, battery services, and recycling systems are seriously underdeveloped.

Cambodia can still secure significant economic and environmental gains—if policymakers act decisively.

(Beijing/Phnom Penh) November 1, 2025 – Pursuant to the strategic consensus between the top leaders of the Cambodian People’s Party (CPP) and the Communist Party of China (CPC), a large CPP delegation of 50 members successfully concluded a 10-day research study visit to the People’s Republic of China. The visit took place from October 22 to October 31, 2025, and was facilitated by the International Department of the CPC Central Committee.

Led by Key Figures, Focused on 3 Core Objectives

The delegation was jointly led by key figures: H.E. Suos Yara, Member of the Central Committee and First Vice Chairman of the Central Committee’s Commission for Foreign Relations, and H.E. The delegation comprised a diverse group, including Central Committee members, party officials who serve as ministry leaders, provincial party chiefs, researchers, and other important party functionaries.

The core objectives of this research study visit focused on three key areas:

Party Building.

Sub-National Administrative Governance.

Practical Visits to 3 Key Locations

During the 10-day period, the delegation conducted study visits in three cities and provinces, each with distinct features:

Beijing: The delegation focused on studying the curriculum and methodology for building cadre capacity at the Central Party School and the Beijing Municipal Party School, the CPC’s key training institutions.

Hunan Province: The study here provided insights into the County-Level Party School system and explored the cooperation framework of the “Fish and Angkor Corridor”.

Fujian Province: The delegation learned about the cooperation framework of the “Industry and Technology Corridor”, as well as the geographical specifics of Quanzhou City, Xiamen City, Huizhou City, and the Zhanwang Development Zone.

Strengthening the Diamond Cooperation Framework

The CPP delegation received a warm welcome and substantial attention from their Chinese counterparts in organizing discussions and practical study tours designed to understand the implementation of China’s development vision and the Chinese-style socialist modernization.

The outcome of this visit is expected to contribute to promoting the implementation of the Action Plan for Building the Cambodia-China Community with a Shared Future in the New Era, which was announced in the Joint Statement between Samdech Akka Moha Sena Padei Techo Hun Sen and H.E. President Xi Jinping, and reaffirmed by Samdech Moha Borvor Thipadei Hun Manet.
KUALA LUMPUR, MALAYSIA: On the afternoon of Monday, October 27, 2025, Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and His Excellency Li Qiang, Premier of the State Council of the People’s Republic of China, utilized a window of opportunity during the busy schedule of the 47th ASEAN Summit and Related Summits to hold a significant informal meeting in Kuala Lumpur, Malaysia.

Although brief, this high-level, informal consultation between the two leaders unequivocally demonstrated the steadfast commitment to further strengthening the Comprehensive Strategic Partnership between Cambodia and China—a relationship often characterized as an unbreakable “Ironclad Friendship.”

The presence of both leaders at the ASEAN-China forum, as well as related meetings such as the East Asia Summit (EAS), provided a special opportunity for Samdech Thipadei Hun Manet and H.E. Li Qiang to review the progress of bilateral cooperation across several key sectors. These areas include trade, investment, infrastructure development, and cultural exchange, which form the foundational pillars for the ongoing “China-Cambodia Community with a Shared Future” initiative.

This meeting is viewed as a crucial step to accelerate major priority projects previously agreed upon by the two nations. It aims not only to ensure tangible benefits for the peoples of both countries but also to secure peace, stability, and prosperity within the wider Southeast Asian region. The continuation of high-level dialogue on the sidelines of major multilateral events underscores the strategic importance both Phnom Penh and Beijing place on maintaining political trust and close coordination amidst evolving regional and global complexities.
