The 2026 Investor’s Guide to Cambodia’s Special Economic Zones: Top 10 Hubs for FDI

The New Era of Cambodian Industrialization

As we cross into the second quarter of 2026, a profound shift is occurring in the heart of Southeast Asia. For years, the narrative surrounding Cambodia was one of “China Plus One”—a fallback option for low-cost garment assembly. However, the data for 2026 tells a far more sophisticated story. Cambodia has officially emerged as a primary, high-tech industrial hub, particularly in the Automotive, Electric Vehicle (EV), and Green-Tech sectors.

2026 FDI Snapshot: A Record-Breaking Start

The year began with an unprecedented signal of confidence from global markets. Official reports from AKP highlight that Cambodia attracted a staggering $752 million in fixed-asset investment projects in January 2026 alone. This surge, sanctioned by the Council for the Development of Cambodia (CDC), isn’t just about volume; it’s about a strategic evolution in where that money is going.

Investment Velocity: The $752 million capital influx stems from 43 approved projects, marking a resilient start despite global economic headwinds.

Sector Diversification: While the garment industry remains a pillar, the new “gold rush” is centered on Special Economic Zones (SEZs) housing high-value manufacturing, including a $200 million wind power project and large-scale tire production.

The Jobs Engine: These initial 2026 investments are projected to create approximately 26,000 new jobs, signaling a maturing labor force capable of handling complex industrial processes.

The Value Proposition: Why 2026 is Different

This guide is designed to move beyond surface-level advice. We are ranking the Top 10 SEZs based on two critical “2026 Factors” that have permanently altered the logistical map of the Kingdom:

The Funan Techo Canal Progress: With construction well underway in 2026, the canal is transitioning from a blueprint to a logistical reality, promising to slash shipping costs by enabling direct water access from the Mekong to the Gulf of Thailand.

The New Law on Investment Fiscal Tiers: Investors are now navigating a refined tax landscape where “Qualified Investment Projects” (QIPs) are rewarded based on technological depth and sustainability, rather than just headcount.

For US and UK investors, the question is no longer if you should enter Cambodia, but which hub provides the optimal synergy for your specific industry. This pillar page serves as your strategic roadmap to finding that answer.

Why Cambodia? The 2026 Strategic Advantage

For Western investors, the decision to relocate or expand manufacturing is driven by three variables: ownership control, fiscal predictability, and logistical autonomy. In 2026, Cambodia has reached a “tipping point” where it outcompetes regional neighbors in all three categories.

1. 100% Foreign Ownership: Unrivaled Control

Unlike many ASEAN counterparts that require complex “Joint Venture” structures or local shareholding, Cambodia remains one of the most liberal investment regimes in the world.

No Local Partner Required: In 2026, the Royal Government reaffirmed that investors can maintain 100% equity in nearly all sectors—from electronics and automotive to renewable energy.

Full Capital Mobility: There are zero restrictions on the repatriation of profits or the conversion of currency, providing the “exit-certainty” that US and UK private equity firms require.

Intellectual Property (IP) Protection: Under the 2026 enforcement frameworks, SEZ operators now benefit from enhanced digital IP filing systems, crucial for high-tech manufacturing.

2. The Funan Techo Canal: Achieving Logistical Autonomy

The most significant change in the 2026 landscape is the progress of the Funan Techo Canal. This 180km waterway is not just a piece of infrastructure; it is a declaration of economic independence.

Direct Sea Access: By connecting the Mekong River directly to the Gulf of Thailand, the canal bypasses the traditional reliance on Vietnamese ports. Based on data released by AKP, this is expected to reduce logistics costs by up to 30% for inland SEZs.

Barge-to-Port Efficiency: The canal is designed to accommodate 3,000 DWT vessels, allowing raw materials to arrive and finished goods to depart without the “transshipment tax” previously associated with regional border crossings.

Industry Focus: This new waterway specifically benefits “Heavy & Bulky” industries, such as automotive assembly and tire manufacturing, which previously struggled with high trucking overheads.

3. Strategic “ASEAN-Central” Location

In 2026, Cambodia is positioned as the “bridge” of the Southern Economic Corridor.

The GMS Connection: With the completion of the Phnom Penh-Bavet Expressway, Cambodia now sits as a high-speed conduit between the industrial powerhouses of Bangkok and Ho Chi Minh City.

Trade Agreement Leverage: Investors in Cambodian SEZs gain duty-free or preferential access to major markets via the RCEP and the Cambodia-China Free Trade Agreement (CCFTA), while maintaining strong export ties to the US under the GSP program.

Investor Note: The combination of 100% ownership and a 30% reduction in logistical costs via the Techo Canal makes Cambodia the most cost-effective “neutral” manufacturing hub in Southeast Asia for 2026.

Ranking the Top 10 Special Economic Zones (2026 Edition)

In 2026, the hierarchy of Cambodia’s industrial parks has shifted. While traditional garment hubs remain, the “Top 10” are now defined by their ability to support high-tech supply chains and capitalize on new infrastructure like the Techo Takhmao International Airport and the Funan Techo Canal.

Here is our definitive ranking for FDI stakeholders:

The Future: Approved in early 2026, this zone is led by the Ministry of Posts and Telecommunications. It is designed specifically for data centers, ICT infrastructure, and innovation hubs.

10. Amrita Agro-Industrial SEZ

The Angle: Focuses on value-added food processing and R&D. It aims to transform Cambodia’s raw agricultural exports into high-value packaged goods for US/UK supermarket chains.

Navigating the 2026 Law on Investment (LoI) Incentives

For the high-level stakeholder, Cambodia’s Law on Investment (LoI) is the primary mechanism for maximizing ROI. In 2026, the framework has matured into a sophisticated, tier-based system that rewards technological depth and sustainability. Unlike earlier blanket incentives, the current regime categorizes projects into “Groups” based on their strategic importance to the national economy.

1. The “Qualified Investment Project” (QIP) Tier System

To access tax holidays, an enterprise must secure QIP status from the Council for the Development of Cambodia (CDC). As of 2026, incentives are distributed across three distinct groups:

Group 1 (9-Year Tax Holiday): Reserved for high-tech industries, R&D, innovation hubs, and “Green” infrastructure. This includes EV battery manufacturing, semiconductor assembly, and renewable energy projects.

Group 2 (6-Year Tax Holiday): Covers 65 investment activities focused on regional supply chain integration, such as automotive parts, high-end electronics, and specialized machinery.

Group 3 (3-Year Tax Holiday): Applies to 32 industrial activities including traditional textiles, footwear, and agro-processing expansions.

2. Beyond the Holiday: Gradual Tax Re-entry

One of the most investor-friendly features of the 2026 landscape is the “Graduated Exit” strategy. Once your tax holiday expires, you do not immediately jump back to the standard 20% corporate rate. Instead, you pay a progressive rate:

Years 10–11: Only 25% of the total tax due (effectively ~5% CIT).

Years 12–13: 50% of the total tax due (~10% CIT).

Years 14–15: 75% of the total tax due (~15% CIT).

3. Duty-Free Logistics: The 2026 Customs Revolution

Based on data released by AKP and the General Department of Customs and Excise, 2026 saw a massive reduction in tariff barriers to lower production costs.

0% Import Duty: Now applies to computers, antennas, laboratory equipment, and live poultry—essential for tech and agro-industrial zones.

VAT State-Borne Policy: For the 2026–2027 period, the government has extended the state-borne VAT for locally produced “Basic Food Items,” significantly lowering the cost of living for the SEZ workforce.

Construction & Raw Materials: QIPs remain exempt from customs duties and VAT on all construction materials, production equipment, and raw materials used for export-oriented manufacturing.

4. “Expanded QIP” (EQIP) Incentives

For existing investors, 2026 marks the full implementation of EQIP incentives. If you expand your current production line or upgrade to “Industry 4.0” technologies, you can apply for an additional tax holiday period.

Calculation: The exemption is calculated based on the ratio of the new expansion capital to the total invested capital.

Timing: Under 2026 rules, the EQIP period begins the moment the expansion starts generating its own income, allowing for maximum fiscal efficiency.

Strategic Tip: When applying for QIP status in 2026, highlighting “Technology Transfer” or “Worker Welfare Facilities” (on-site housing/clinics) can often bump a project from Group 2 into the 9-year Group 1 bracket.

ESG and Sustainability – The Rise of “Green SEZs”

In 2026, Environmental, Social, and Governance (ESG) compliance has shifted from a “corporate buzzword” to a non-negotiable requirement for US and UK investors. Cambodia’s industrial strategy is pivoting to meet this demand, transforming Special Economic Zones from traditional manufacturing plots into Eco-Industrial Parks.

1. The “Clean Energy” Mandate for 2026

Manufacturers today face immense pressure from global buyers to prove their supply chains are powered by renewables. Cambodia is meeting this head-on:

Renewable Energy Grid Integration: As of 2026, over 62% of Cambodia’s electricity generation now comes from renewable sources. Official reports from AKP and the Ministry of Mines and Energy indicate that wind power is being integrated into the national grid this year, starting with a landmark 150MW project in Mondulkiri.

The 900MW Pipeline: The government has approved a massive 900MW wind pipeline, ensuring that SEZ tenants have access to the “Green Electrons” necessary for ESG reporting.

Rooftop Solar Quotas: For the 2026 calendar year, a 30MW quota for new rooftop solar installations has been established. This ensures grid stability while allowing SEZ factories to offset their carbon footprint locally.

2. Sihanoukville’s “Vision 2038” and Green Smart Cities

The transformation of Sihanoukville into a “Multi-Purpose Model SEZ” is the centerpiece of Cambodia’s sustainable future.

Smart City Infrastructure: Under the 2026 rollout of the “Vision 2038” masterplan, Sihanoukville is being redesigned as a global “Smart City” hub. This includes advanced waste-to-energy parks and integrated wastewater treatment systems that exceed ASEAN environmental standards.

ESG Performance Bonds: In early 2026, we saw the first wave of SEZ developers—most notably the Royal Group—issuing “Green Bonds” to finance eco-friendly infrastructure within their zones.

3. The “Win-Win” Environmental Framework

In January 2026, the Ministry of Environment launched a “Win-Win” measures package specifically for foreign investors:

Online Compliance Checklist: A new digital system allows investors to verify Environmental Impact Assessment (EIA) requirements instantly, eliminating bureaucratic ambiguity.

Carbon Neutrality 2050: Every new SEZ project approved in 2026 is evaluated against the national goal of carbon neutrality, providing a future-proof environment for long-term capital.

Stakeholder Insight: For UK and US firms, moving to a “Green SEZ” in Cambodia isn’t just about ethics—it’s about cost stability. As Minister Hem Vanndy recently noted, the transition to renewables directly supports supply-chain resilience and protects against future “carbon taxes” in Western markets.

Frequently Asked Questions (FAQ)

Conclusion

The Verdict: Why 2026 is Your Year to Enter Cambodia

The industrial landscape of 2026 is no longer about potential—it is about performance. With the infrastructure of the Funan Techo Canal becoming a reality and a fiscal regime that rewards 100% foreign ownership and green energy, Cambodia’s SEZs offer the most competitive “de-risking” strategy in Southeast Asia.

Whether you are seeking a high-tech hub in Sihanoukville or a logistics-efficient base in Kampot, the window for early-mover advantage in the 2026 infrastructure boom is narrow.

In 2026, Cambodia’s $3.7 billion infrastructure overhaul—anchored by the Techo International Airport and the Funan Techo Canal—is transforming the nation from a tourist stopover into a regional logistics powerhouse. For American investors, this represents a unique “early-adopter” window. Unlike the defensive real estate markets in the US, Cambodia offers an offensive growth strategy backed by a dollarized economy and strategic positioning within the RCEP trade bloc.

Imagine landing at the brand-new Techo International Airport in 2026. For most Americans, the glass-and-steel terminal is simply a world-class gateway to the ancient spires of Angkor Wat. But for the savvy traveler looking out the window during the descent, the massive earthworks of the Funan Techo Canal visible in the distance represent something far more lucrative: The birth of a new regional logistics hub.

The “Post-Vacation” Realization

It is a story becoming increasingly common among US citizens: they arrive for the history, but they stay because of the future. The Kingdom is currently undergoing a $3.7 billion infrastructure facelift that is fundamentally shifting the DNA of the Cambodian economy.

When you drive the high-speed expressway connecting Phnom Penh to the deep-sea ports in Sihanoukville, you aren’t just looking at a road; you are looking at a supply chain shortcut. For American entrepreneurs, this infrastructure isn’t just a convenience—it’s a signal that Cambodia is ready to bypass regional bottlenecks and compete on a global scale.

The Three Pillars of the 2026 Economy

1. The Canal Factor: Beyond Simple Transport

The Funan Techo Canal is the most ambitious project in modern Cambodian history. Beyond moving cargo, the canal is effectively “unlocking” the southern provinces. By providing consistent water management and transport access, it is creating thousands of acres of prime land for high-value agro-industry. Investors who once looked at Florida citrus groves are now eyeing Cambodian rubber, coffee, and cashew plantations that are suddenly accessible to international shipping.

2. The Energy Shift: ESG and the Green Frontier

US companies are increasingly bound by strict ESG (Environmental, Social, and Governance) mandates. Cambodia is positioning itself as a “Green Energy” leader within ASEAN to meet this demand.

Mondulkiri Wind Farms: Large-scale turbines are now tapping into highland winds.

Solar Integration: The Northwest provinces are hosting massive solar arrays that feed directly into the industrial zones. This green grid makes Cambodia an attractive “China Plus One” manufacturing destination for US firms that need a clean energy footprint.

3. Urban Renaissance: From Residential to Regional Hub

Phnom Penh’s skyline has reached a tipping point. In 2026, the city is no longer just building apartments; it is building “Grade A” office space. As operational costs in Singapore and Hong Kong become prohibitive, regional tech firms and financial services are relocating to Cambodia. The city is evolving into a boutique “Office Hub,” offering a sophisticated lifestyle for American expats at a fraction of the cost found elsewhere in Asia.

A Quick Reality Check for Investors

If you compared the “Entry Cost” to “Growth Potential” today, Cambodia presents a unique window that has already closed in neighboring markets.

In Florida/US: Your investment is often defensive. You are buying to protect your wealth against 4–5% inflation, hoping for modest appreciation in a saturated market.

In Cambodia: Your investment is offensive. You are capturing 7%+ GDP growth in a nation that is still in the “early-build” phase of its modern history.

Expert Insight: “The 2026 investor doesn’t buy for today’s yields; they buy because Cambodia is the only dollarized economy positioned at the heart of the world’s fastest-growing trade bloc (RCEP). It is the ultimate hedge for the US dollar.” — AmCham Investment Brief 2026.

FAQ for the Investigative Investor

How does the Funan Techo Canal impact land value? By connecting the Mekong River directly to the sea, land along the canal route is transitioning from subsistence farming to industrial and commercial use, significantly increasing its “highest and best use” valuation.

Is the $3.7B investment officially documented? Yes. These figures are based on a combination of the Royal Government’s 2024-2028 Public Investment Program and bilateral “Diamond Hexagon” agreements with international partners.

Why is a dollarized economy important for Americans? It eliminates currency exchange risk. Your rental income, business profits, and property valuations are all in USD, allowing for seamless integration with your US-based financial planning.

Cambodia has achieved a historic investment milestone, with the Council for the Development of Cambodia (CDC) approving 630 projects worth nearly $10 billion in 2025. This represents a staggering 45% increase in capital compared to 2024. Driven largely by the industrial sector and significant infrastructure developments like the Funan Techo Canal, these projects are set to create 438,000 new jobs across 21 provinces. For international investors, this surge underscores Cambodia’s rising status as a diversified manufacturing and green energy hub in Southeast Asia.

1. The $10 Billion Breakdown: Industry and Infrastructure Lead

The investment landscape in 2025 shifted toward high-value manufacturing and large-scale infrastructure. While garments remain a staple, the diversification into “non-garment” industries like car tires, medical equipment, and solar technology is evident.

Industrial Dominance ($5.6 Billion): Accounting for over half of all investment, this sector is fueled by new tire factories in Svay Rieng and Preah Sihanouk, and electronics manufacturing in Kampong Speu.

Infrastructure & Beyond ($3.8 Billion): Projects include the game-changing Funan Techo Canal, five-star hotels in Phnom Penh, and provincial hospitals.

Agriculture & Green Energy ($436 Million): Significant expansion in fruit processing in Ratanakiri and a push for climate-smart farming.

2. Provincial Powerhouses: Where the Money is Going

Investment is no longer confined to Phnom Penh. A “provincial boom” is underway, with Kampong Speu and Svay Rieng emerging as the new industrial heartlands.

Province

Projects

Key Focus Areas

Kampong Speu

142

Metal smelting, electrical appliances, and toy manufacturing.

Svay Rieng

139

Car tires, medical equipment, and luxury hospitality.

Phnom Penh

76

Specialized hospitals, high-end hotels, and service hubs.

Takeo

64

Funan Techo Canal logistics and furniture manufacturing.

Koh Kong

52

Hydropower, chemical plants, and SEZ expansion.

3. Green Frontier: Wind and Solar in the Highlands

A standout feature of the 2026 outlook is the launch of Cambodia’s first wind power projects. Mondulkiri is set to become the “Green Battery” of the country with:

300 MW Capacity: Two major wind farms valued at $430 million.

Renewable Targets: These projects are central to Cambodia’s goal of reaching 70% clean energy by 2030.

Agricultural Tech: Nearby Ratanakiri secured $226 million for massive farm expansions and fruit processing plants, creating 8,500 jobs.

Orkun Santepheap’s Perspective: The “Funan Factor”

The 2025 investment data reveals that the Funan Techo Canal is already acting as a magnet for industrial clusters. We are seeing a “Canal Corridor” effect in provinces like Takeo, Kandal, and Koh Kong, where factories are positioning themselves to benefit from lower logistics costs and direct water access to the Gulf of Thailand. For investors, the early bird advantage in these provinces is now.

Why the Funan Techo Canal Is Critical to Cambodia’s Maritime Sovereignty

The $1.7 Billion Strategic Key to Cambodian Autonomy

The $1.7 billion Funan Techo Canal project is far more than a major infrastructure investment. It represents Cambodia’s strategic solution to its most pressing economic vulnerability: long-term dependence on neighboring countries for maritime cargo transport. By developing this canal, Cambodia is making a decisive investment in national sovereignty, trade autonomy, and long-term economic security.

Funan Techo Canal: An Investment in Sovereignty and Economic Security

By creating a direct and independent shipping route, the Funan Techo Canal will give Cambodia full control over its trade logistics. This autonomy protects the national economy from external disruptions, geopolitical pressure, and policy decisions beyond Cambodia’s control, ensuring sustainable growth for decades to come.

I. Strategic Importance: Establishing Navigational Independence

The primary objective of the Funan Techo Canal is to permanently eliminate Cambodia’s reliance on foreign-controlled waterways for exporting and importing goods from its economic heartland.

Eliminating Dependence on Vietnamese Transshipment

At present, approximately 70% of river-based cargo from the Phnom Penh Autonomous Port (PPAP) and central Cambodia must pass through the Mekong River system and Vietnam’s Mekong Delta. From there, goods are transferred to deep-sea ports such as Cai Mep and Cat Lai before reaching global markets.

The Risk:
This dependency exposes Cambodia to significant economic risk. Restrictions, delays, rising transit fees, or political tensions in neighboring countries can directly disrupt Cambodian trade flows—an issue underscored by recent regional geopolitical developments.

The Canal’s Solution:
The Funan Techo Canal will create a 180-kilometer direct waterway linking the Mekong River system straight to Cambodia’s own coastline in Kampot and Kep provinces, with access to the Gulf of Thailand. This strategic artery ensures that decisions over Cambodia’s maritime trade remain firmly in Cambodian hands.

Strengthening Cambodia’s International Port System

The canal will significantly improve connectivity between Phnom Penh, the Sihanoukville Autonomous Port, and the emerging Kampot–Kep port network. With a direct inland-to-sea route under national control, Cambodia will gain stronger bargaining power in global trade negotiations—free from geopolitical leverage or maritime coercion.

Conclusion: A Strategic Insurance Policy Against Geopolitical Pressure

In an era marked by regional instability and threats to maritime access, the Funan Techo Canal stands as a strategic safeguard for Cambodia’s sovereignty.

More than a transportation route, the canal functions as Cambodia’s economic insurance policy against geopolitical pressure. It empowers the nation to move its goods freely, efficiently, and independently, in full compliance with international law—allowing Cambodia to shape its own economic destiny with confidence.

2025 Data: How We Tracked China’s FDI Surge

We base the data and figures used below on the most current publicly available information up to late 2025. We derived this information from the latest market intelligence and authoritative government reports, ensuring our analysis remains timely and accurate for your investment decisions.

Commitment to Real-Time Investment Analysis

Our analysis leverages the most recent data from the Council for the Development of Cambodia (CDC) and other primary sources. We specifically focused on projects approved within the first three quarters of 2025, providing a clear and up-to-the-minute perspective on the China FDI Cambodia 2025 allocation.

I. Introduction: The Investment Tsunami Reshaping Cambodia

The narrative surrounding Cambodia’s economy in 2025 is dominated by one staggering figure: the nation approved $9.5 billion in total investment projects in the first 11 months of the year, a substantial rise over 2024 figures. But behind this headline number lies a single, powerful engine: China’s Foreign Direct Investment (FDI).

Chinese capital accounts for a commanding 52.62% of all approved FDI in the first 11 months of 2025, reaching an approximate figure of $5.0 billion and solidifying its role as the Kingdom’s primary economic partner. While previous waves of Chinese investment were often characterized by speculative real estate, the 2025 surge is strategically different. This new wave of capital is infrastructure-heavy, strategically guided by the China-Cambodia Diamond Cooperation Framework, and focused on long-term industrialization.

This article provides a data-driven analysis, revealing the specific, high-value sectors and key projects driving this surge, crucial for understanding Cambodia’s path toward becoming a middle-income country.

READ MORE: Cambodia FDI Surges 47%, Approving $9.5 Billion in Investment Projects

II. Section 1: The Foundation: Infrastructure & Energy—The Multi-Billion Dollar Core

The most high-profile and strategically significant investments from China in 2025 are not in consumer-facing industries but in the essential infrastructure required to move goods, power industries, and connect Cambodia to international trade routes.

This focus addresses Cambodia’s most significant economic bottlenecks: high logistics costs and energy instability.

The Mega-Project Spotlight: Funan Techo Canal Funding

The most potent symbol of this new strategic infrastructure investment is the Funan Techo Canal. The Council for the Development of Cambodia (CDC) officially approved the $1.2 billion construction and operation investment project in October 2025, greenlighting one of the nation’s largest-ever logistics undertakings.

Strategic Value: The 180-kilometer canal will connect the Mekong River system directly to the Gulf of Thailand, bypassing reliance on ports in a neighboring country. This shift aims to drastically lower logistics costs for Chinese-linked manufacturers located in the southern corridor.

Funding and Structure: The project, with an estimated final cost of $1.7 billion, follows a Build-Operate-Transfer (BOT) model under a Public-Private Partnership (PPP). Significantly, the structure ensures majority Cambodian control, with local investors holding a 51% equity stake and Chinese partners holding the remaining 49%.

Timeline: Excavation is scheduled to begin in late November or early December 2025, with a target completion date of 2028.

The successful securing of financing and the visible progress on the ground underscore the commitment to building a self-sufficient Industrial and Technological Corridor along Cambodia’s coast.

Powering the Future Industrial Corridor

A large portion of the Chinese Infrastructure Investment is dedicated to energy, which is critical for ensuring stable, low-cost power—the lifeblood of industrial expansion. Investments continue to flow into solar power plants and other foundational energy projects, directly addressing utility bottlenecks that slowed industrial growth in previous years.

READ MORE: Why China Now Controls Over 50% of Cambodia’s FDI Boom (2025 Analysis)

III. Section 2: Manufacturing Reloaded—The Industrial Corridor Shift

The manufacturing and industry sector remains the dominant destination for investment, receiving the largest share of the capital surge. This investment is strategically concentrated, forming the backbone of the envisioned corridor.

RCEP Investment Impact: The Relocation Magnet

The Regional Comprehensive Economic Partnership (RCEP), alongside the bilateral China-Cambodia Free Trade Agreement (CCFTA), acts as a powerful magnet for Chinese factory relocation.

Tariff Incentives: By investing in Cambodia, Chinese firms gain a cost-effective base for accessing the RCEP’s massive consumer market tariff-free, provided their goods meet the agreed-upon rules of origin.

Sector Diversification: While Garments, Footwear, and Travel goods (GFT) remain strong, 2025 data confirms the emergence of higher value-added assembly sectors. This includes significant investments in:

Automotive Parts and Vehicle Assembly: Driven by the over $1 billion export value of the vehicle industry in 2025, largely supported by tyre and component manufacturing.

Electronics and Electrical Components: A crucial step in moving Cambodia up the value chain, attracted by tax breaks and Qualified Investment Project (QIP) status.

Mapping the New Hubs: Geographical Concentration

The investment flows are not random; they are focused on provinces that feed the new supply chain.

Top Investment Destinations (YTD 2025 Projects):

Kampong Speu (136 projects): Leading the list, benefiting from proximity to Phnom Penh and becoming the flagship industrial province outside the capital.

Svay Rieng (135 projects): Anchored by its border Special Economic Zones (SEZs), vital for cross-border supply chains.

Phnom Penh (75 projects): Retaining its role as the commercial and administrative center.

This concentration ensures that new factories are located where infrastructure is guaranteed and where logistical costs will be lowered by projects like the Funan Techo Canal and the existing Phnom Penh-Sihanoukville Expressway.

IV. Section 3: Recovery and Realignment: Real Estate and Tourism

The recovery in Real Estate and Tourism, while smaller in value than Infrastructure and Manufacturing, demonstrates a necessary alignment with the overall industrial strategy.

Quality Over Speculation: The new investment trend is towards high-end residential and integrated hospitality that supports the industrial and technical workforce, rather than the previous speculative focus on gambling. This includes the building of hospitals and high-quality residential units needed for Chinese managers and engineers.

Tourism Focus: Investments are also linking to the China-Cambodia Year of Tourism 2025 and major new assets like the Siem Reap Angkor International Airport, anticipating the full rebound of Chinese visitors—a demographic crucial for Cambodia’s service sector recovery.

READ MORE: Cambodia Launches Visa-Free Trial for Chinese Tourists in 2026

V. The Driving Strategy: The Diamond Cooperation Framework

The entire China FDI Cambodia 2025 surge is fundamentally guided by the Diamond Cooperation Framework (sometimes called the Diamond Hexagon Cooperation). This high-level bilateral policy guides all economic cooperation across six major areas:

Political Cooperation: Ensuring high-level alignment and stability.

Production Capacity and Quality: Directly supporting the $5.3 billion manufacturing surge.

Agriculture: Focused on the “Fish and Rice Corridor” initiative.

Energy: The source of critical infrastructure funding.

Security: Providing stability for investment and project sites.

People-to-People Exchanges: Supporting tourism and educational initiatives.

This framework essentially guarantees Chinese investors that their projects align with Cambodia’s national priorities, providing a high degree of predictability and political security for their long-term capital commitments.

VI. Conclusion: Sustainable Growth and the Dependency Question

The $5.0 Billion FDI surge in 2025 is compelling evidence that Cambodia has firmly positioned itself as a primary destination for Chinese strategic capital. The money is strategically building a foundation focused on industrial capacity and logistical independence.

For investors, the key takeaway is clarity: the Industrial and Technological Corridor is now a clearly defined and government-backed path. Companies that align their strategies with the goals of the Diamond Cooperation Framework are best positioned to capitalize on this multi-billion dollar trend.

However, a critical question remains: sustainability and dependency. The overwhelming reliance on one country (China accounts for over 52% of total FDI) makes Cambodia economically vulnerable to shifts in Beijing’s policy. While the investment provides undeniable and necessary economic uplift, the long-term challenge for the Royal Government remains diversification and ensuring that this FDI translates into genuine technology transfer and higher-skilled jobs for Cambodian citizens.

Unlock the Next Investment Frontier (CTA)

Frequently Asked Questions (FAQs)

What is the total size of China FDI Cambodia 2025 and how does it compare to previous years?

In the first 11 months of 2025, China’s approved FDI reached approximately $5.0 billion, accounting for over 52% of Cambodia’s total approved investment. This marks a strategic increase focused heavily on industrial and infrastructure assets rather than previous speculative real estate booms.

Which sector received the largest share of the Chinese investment in the Industrial Corridor this year?

The manufacturing and industry sector received the largest share, totaling around $5.3 billion in approved projects. This capital is predominantly targeted at establishing new factories for export, including vehicle parts and electronics assembly.

How does the Funan Techo Canal relate to the 2025 Infrastructure Investment surge?

The Funan Techo Canal is the most significant single infrastructure project, approved in late 2025 with an estimated cost of $1.7 billion. It is crucial for lowering logistics costs for manufacturers located in the new Industrial Corridor by reducing reliance on external ports.

What role do RCEP and the CCFTA play in attracting this new wave of Chinese investment?

The Regional Comprehensive Economic Partnership (RCEP) and the China-Cambodia Free Trade Agreement (CCFTA) incentivize Chinese manufacturers to relocate production to Cambodia. This allows Chinese firms to utilize Cambodia as a “gateway” for exporting goods to ASEAN and other markets with preferential tariff treatments.

What is the Diamond Cooperation Framework, and how does it influence Chinese investment flows?

The Diamond Cooperation Framework is a high-level strategic policy guiding economic cooperation between the two nations across six areas (including Infrastructure, Production Capacity, and Energy). It provides political assurance and predictability for Chinese investors, ensuring projects align with Cambodia’s national priorities.

The announcement was made by Lok Neak Oknha Pung Kheav Se, Chairman of Cambodia Airport Investment Corporation (CAIC), a subsidiary of the Overseas Cambodian Investment Corporation (OCIC), during the official inauguration ceremony this morning, which was presided over by Prime Minister Samdech Moha Borvor Thipadei Hun Manet.

Multi-Modal Hub via New Waterway

OCIC plans to construct a 10-kilometre waterway with a total investment of US$100 million. This new channel will connect the nearby Boeung Cheung Loung Lake to the Bassac River and the Funan Techo Canal. This strategic link will provide seamless connectivity all the way to Kep city, Cambodia’s coastal province.

Mr. Pung Kheav Se emphasized that this waterway will give TIA a crucial competitive advantage by establishing it as a true multi-modal hub accessible by air, land, and sea.

Development of the Airport Satellite City

Beyond infrastructure, OCIC has begun the large-scale development of the Airport Satellite City to support the airport’s operations and staff. The master plan for this new city includes several key components:

Affordable Housing: Dedicated residential construction for the thousands of TIA staff and workers who are relocating from areas near the old Phnom Penh International Airport.

Commercial Zones: Residential and commercial areas, factories, and warehouses.

Economic Drivers: An international exhibition centre and a Special Economic Zone (SEZ) aimed at promoting production and exports directly through the new TIA gateway.

To enhance the cultural environment, OCIC is also developing a cultural park on the landside of the airport to promote Khmer traditions to visitors.
