In a powerful demonstration of national economic resilience, Cambodia successfully collected US$6.77 billion in total tax revenue throughout 2025. Despite navigating a complex global economic environment, the Kingdom’s two primary fiscal institutions achieved 100.23% of the year’s planned budgetary targets, signaling robust growth in domestic trade and investment.

Exceptional Performance by Customs and Taxation

The results, released on January 27, 2026, highlight the synchronized efforts of the General Department of Taxation (GDT) and the General Department of Customs and Excise (GDCE).

Customs Success: The GDCE, led by Director-General H.E. Kun Nhim, collected US$3.2 billion, exceeding its target by an impressive 24.5%. H.E. Kun Nhim noted that these figures are comparable to the record-breaking performance of 2019, driven by high demand for automobiles, machinery, and construction materials.

Internal Tax Growth: The GDT, headed by Director-General H.E. Kong Vibol, generated over US$3.5 billion. This represents a steady 3.25% increase from 2024, supported by improved tax administration and increased compliance in the manufacturing and financial sectors.

Strengthening Public Finances for 2026

The Royal Government of Cambodia has positioned these fiscal achievements as the foundation for its 2026 Law on Finance for Management. For the upcoming year, the government has authorized a revenue framework of approximately $7.5 billion, with fiscal revenue expected to contribute over $6.3 billion.

This reliance on tax and customs collections as the “backbone of public finances” reflects a maturing economy that is increasingly self-sustaining. The government has notably committed to not introducing new taxes or increasing rates in 2026, focusing instead on enhancing efficiency and supporting the private sector to improve living standards.

A Beacon for Foreign Investment

For foreign investors, Cambodia’s ability to meet and exceed its revenue targets despite external pressures is a key indicator of macroeconomic stability. The steady revenue stream allows the government to:

Prioritize Infrastructure: Financing major projects that reduce logistics costs for businesses.

Expand Social Protection: Ensuring a stable social environment that supports a healthy workforce.

Maintain Fiscal Discipline: Reducing the need for external borrowing and safeguarding national sovereignty.

As Cambodia advances toward its goal of becoming an upper middle-income country by 2030, its transparent and efficient tax system remains a critical tool for fostering a competitive business climate and driving sustainable economic growth in Cambodia.

FAQ: Cambodia’s 2025 Tax Performance

Which sectors contributed the most to customs revenue in 2025?
According to GDCE reports, the primary drivers were imports of vehicles and machinery (36.2%), followed by miscellaneous consumer goods (32.2%) and petroleum products (23.7%).

Are there any tax hikes planned for 2026?
No. The Royal Government has confirmed it will not introduce new taxes or increase existing rates in 2026, focusing instead on tax concessions and incentives to promote economic growth.

How is the collected revenue used?
The revenue is primarily utilized to fund the national budget, which covers infrastructure development, social protection programs, national defense, and public administration reforms.

Strong Demand Across Key International Markets

H.E. Penn Sovicheat, Secretary of State and Spokesperson for the Ministry of Commerce, attributed the substantial rise in exports to increasing international demand for Cambodian-made products.

PHNOM PENH: H.E. Dr. Kun Nhem, Delegate of the Royal Government attached to the Prime Minister and Director General of the General Department of Customs and Excise (GDCE), stated on November 14, 2025, that the closure of the Cambodia-Thailand land border by the Thai military is a “good opportunity” and a “golden opportunity” for local enterprises to strive to increase their own production.

The statement was made during H.E. Dr. Kun Nhem’s attendance as co-chair of the 3rd Cambodia Customs Forum, co-organized by the GDCE and the Cambodia Chamber of Commerce (CCC) on the morning of November 14, 2025. The forum was also co-chaired by Oknha Kith Meng, President of the CCC.

H.E. Dr. Kun Nhem specifically noted: “It is a good opportunity that this border closure has created a chance for our local enterprises to seize this opportunity to work hard on producing goods to supply the domestic market—a market that previously relied entirely or mostly on imports from Thailand.”

Boycott Movement Drives Reduction in Reliance

According to H.E. Dr. Kun Nhem, the Cambodia-Thailand land border has been closed by the Thai military for five months, which has impacted trade flows and various transportation activities.

He pointed out that the imports of specific restricted goods from Thailand—including vegetables, fruits, fuel, and fuel gas—have dropped to zero since the implementation of the ban.

More significantly, he observed that even non-restricted goods saw a sharp decline in imports from Thailand to the Cambodian market due to the impact of the “spirit/movement of boycotting Thai goods.”

H.E. Dr. Kun Nhem noted that certain markets previously selling Thai goods are unable to move inventory. Goods that were imported but unsold had to be continuously re-exported in significant volumes, including beverages, consumables, and various foodstuffs. He further added that the spirit of boycotting Thai goods has been so strong that Thai products brought in are not selling, leading to continuous closures of businesses, citing examples such as PTT gas stations, shops, and cafes that have gone quiet despite attempts to change their branding.

Trade Data Confirms Decline

The GDCE report substantiated this impact:

In October 2025, the value of goods imported from Thailand to Cambodia was over $239 million, marking a 19.7% decrease compared to the same period in 2024 ($298 million).

For the 10-month period of 2025, the total trade volume between Cambodia and Thailand reached over $3.2 billion, representing a 9.3% decrease compared to the same period last year ($3.5 billion).

In conclusion, H.E. Dr. Kun Nhem stressed that while the border situation and boycott movement have negatively affected trade, they have provided a critical strategic opportunity for Cambodia to effectively boost domestic supply self-sufficiency and reduce its reliance on imports from neighboring countries.

A prominent business leader is driving a push for smoother international trade, emphasizing that both the government and the private sector share a vital responsibility in achieving this goal.

Oknha Kith Meng, President of the Cambodia Chamber of Commerce (CCC), delivered this balanced message at the 3rd Cambodia Customs Forum, a key meeting focused on refining trade regulations.

His primary directive to the General Department of Customs and Excise (GDCE) was direct: “Accelerate trade processing!”

He specifically urged customs officials at border checkpoints to expedite the handling of all necessary import and export documentation. This crucial step not only attracts more foreign investors but also maintains strong business fluidity.

Shared Responsibility: Speed Depends on Compliance

However, Oknha Kith Meng quickly addressed the obligations of the business community. His message was firm: Companies must strictly adhere to all regulations.

He called upon business owners, private enterprises, and their customs brokers to maintain equal respect for the law. He underscored a core truth: when companies fail to achieve regulatory compliance, the entire customs process slows down, making rapid processing impossible.

Ultimately, he stressed that national success depends on a foundation of mutual collaboration and strict adherence to Cambodian trade laws.

Why Trade Efficiency is Critical for Cambodia’s Economic Growth

This critical focus on better trade efficiency is timely, given Cambodia’s booming economic performance.

During the first 10 months of 2025, Cambodia’s total exports reached nearly $25 billion, an impressive 15.2% growth compared to the previous year.

The strategy is clear and straightforward: if the GDCE streamlines procedures and businesses maintain full compliance, the result is the ideal foundation needed to sustain Cambodia’s robust long-term economic expansion.

PHNOM PENH – Cambodia’s exports reached approximately US$24.94 billion in the first ten months of 2025, marking a robust 15.2 percent increase compared to the same period last year. This strong performance was detailed in an official report released on Monday by the General Department of Customs and Excise (GDCE).

The United States remained the largest and fastest-growing market for Cambodian products, importing a total of US$10.42 billion—a significant jump of 26.4 percent year-on-year. Other major export destinations included Vietnam (US$3.14 billion), China (US$1.33 billion), Japan (US$1.3 billion), and Canada (US$1.06 billion).

According to the Ministry of Commerce, Cambodia’s main export products drive this growth, including garments, machinery, electrical equipment, footwear, leather goods, grains, furniture, rubber, fruits, vegetables, and textiles.

H.E.
