Phnom Penh — Cambodian authorities have deported 312 Chinese nationals suspected of involvement in online scam operations, the Ministry of Interior’s General Department of Immigration said on Sunday.

The deportations were carried out on Feb. 8 in coordination with the Chinese embassy, according to an official statement. All 312 individuals, who were men, were flown out of the country on a special flight from Techo International Airport.

The operation followed directives from Deputy Prime Minister and Minister of Interior Sar Sokha and senior Interior Ministry officials, with Immigration Director General Lieutenant General Sok Veasna overseeing the process, the statement said.

Authorities described the deportations as part of the Royal Government of Cambodia’s broader efforts to enforce immigration and criminal laws, particularly in relation to technology-related crimes.

Cambodia has intensified its campaign against online fraud networks, which have drawn increasing regional and international concern. The government said its approach includes pursuing those responsible for organising scam operations, while also identifying and assisting individuals who may have been coerced or deceived into participating.

“The Royal Government remains resolute in its mission to eliminate online fraud operations,” the statement said, adding that authorities are working to help alleged victims return safely to their home countries.

Online scam operations, often targeting victims overseas, have been a growing challenge across parts of Southeast Asia, prompting closer cooperation between regional governments and law enforcement agencies.

As international travel rebounds and Asia-Pacific tourism continues to modernize, airport infrastructure has become a defining factor in how countries compete for global travelers. For U.S. travelers, airlines, and tourism planners, Cambodia’s development of Techo International Airport represents a major shift in how the country connects to the world.

Located south of Phnom Penh, Techo International Airport is designed to replace capacity limitations at the current Phnom Penh International Airport and support Cambodia’s long-term tourism, trade, and aviation goals. Beyond being a new terminal, the airport reflects a broader transformation in tourism logistics, air connectivity, and regional accessibility.

This article explains what Techo International Airport is, why it matters in 2026, and how it may reshape Cambodia’s tourism logistics, with clear context for U.S. readers seeking factual, educational insight.

Techo International Airport is Cambodia’s newest international aviation hub, designed to modernize air travel and support long-term tourism growth.
Built to international aviation standards, the airport aims to reduce congestion, improve passenger processing, and enable more long-haul and regional flight connections. For U.S. travelers, the project signals improved travel logistics, potential route expansion, and a more efficient arrival experience when visiting Cambodia. While the airport strengthens tourism infrastructure, airfare prices, direct flight availability, and individual travel convenience will continue to depend on airline decisions and market demand.

Key Takeaways

Techo International Airport is Cambodia’s largest aviation infrastructure project, designed to support long-term growth in tourism and international travel.

The airport aims to increase passenger capacity, improve safety standards, and attract more long-haul flights, including potential U.S. and trans-Pacific connections.

Modern airport logistics are expected to reduce congestion, improve traveler experience, and support sustainable tourism development.

The project aligns Cambodia with international aviation standards commonly used in the U.S. and other developed markets.

Actual travel benefits for individuals will vary based on airline routes, ticket pricing, and personal travel needs.

What Is Techo International Airport?

Techo International Airport is a newly developed international airport serving Phnom Penh, Cambodia’s capital and primary tourism gateway.

Core Characteristics

Built to international civil aviation standards

Designed to replace and expand capacity beyond the existing Phnom Penh International Airport

Developed in phases to accommodate future passenger and cargo growth

Intended to serve as a regional aviation hub in mainland Southeast Asia

Unlike older regional airports that were expanded incrementally, Techo International Airport was planned as a purpose-built, large-scale facility, similar in concept to newer airports developed across Asia in the past decade.

Why Techo International Airport Matters in 2026

1. Rising Global Travel Demand

By the mid-2020s, international tourism volumes have continued to recover and expand, particularly in Asia. Cambodia’s historical and cultural attractions—such as Angkor-era heritage sites, urban tourism in Phnom Penh, and coastal destinations—depend heavily on efficient international air access.

For U.S. travelers, smoother airport operations can affect:

Total travel time

Layover efficiency

Airline route availability

Overall trip reliability

2. Capacity and Congestion Challenges

Phnom Penh International Airport faced physical and operational constraints, including limited runway expansion and surrounding urban development. Techo International Airport was designed to address:

Passenger congestion during peak seasons

Limited wide-body aircraft handling

Cargo and logistics bottlenecks

Modern airports play a critical role in tourism scalability, not just convenience.

How Techo International Airport Could Reshape Tourism Logistics

Improved Passenger Processing

Newer airport designs emphasize:

Faster immigration and customs flow

Expanded security screening capacity

Modern baggage handling systems

These improvements align with international best practices familiar to U.S. travelers, particularly those accustomed to major hubs like Los Angeles (LAX), Dallas-Fort Worth (DFW), or Atlanta (ATL).

Expanded Airline Connectivity

A key logistics goal of Techo International Airport is to support:

More direct international routes

Increased long-haul flight potential

Greater scheduling flexibility for airlines

While specific routes depend on airline decisions and market demand, improved infrastructure removes a major barrier to expanded service.

Cargo and Supply Chain Support

Tourism logistics extend beyond passengers. Airports also support:

Hotel and resort supply chains

Food and beverage imports

E-commerce and duty-free operations

A modern cargo system strengthens tourism reliability and service quality, particularly for high-end and business travel segments.

Infrastructure Standards and Safety Considerations

Techo International Airport has been planned to align with international aviation safety and operational standards, including:

ICAO-recommended runway and airfield design

Modern air traffic management systems

Updated fire, rescue, and emergency response infrastructure

For U.S. travelers, these standards are important because they reflect globally recognized aviation safety norms, not local exceptions.

Economic and Tourism Impact: What the Data Suggests

While long-term outcomes depend on execution and market conditions, global aviation studies consistently show that:

Improved airport infrastructure correlates with higher tourism arrivals

Direct international flights increase average visitor spending

Efficient logistics support year-round tourism stability

These trends are widely observed across Asia-Pacific destinations that invested in modern airports over the past 10–15 years.

However, individual travel costs, airfare prices, and tourism experiences will vary, and travelers should evaluate options based on personal preferences and budgets.

Sustainability and Environmental Considerations

Modern airport projects increasingly include:

Energy-efficient terminal design

Improved aircraft ground operations

Land-use planning to reduce urban congestion

Sustainability outcomes depend on operational policies and long-term management, not infrastructure alone. Results may evolve over time as regulations and technologies change.

Limitations and Considerations for Travelers

Airfare pricing is set by airlines, not airports

Direct U.S.–Cambodia flights may remain limited based on demand

Travel convenience depends on schedules, connections, and seasonal capacity

Infrastructure improvements do not guarantee lower travel costs

Travelers should assess flights, layovers, and total trip logistics based on their individual travel plans.

Frequently Asked Questions (FAQ)

Is Techo International Airport replacing Phnom Penh International Airport?

Yes. Techo International Airport is intended to become Phnom Penh’s primary international gateway, replacing capacity at the existing airport as operations transition.

Will Techo International Airport support direct flights from the United States?

The airport is designed to handle long-haul aircraft, but direct U.S. flights depend on airline decisions, regulatory approvals, and market demand.

How does Techo International Airport affect tourism in Cambodia?

Improved airport capacity and logistics can support higher visitor volumes, better travel experiences, and more consistent international access.

Is the airport built to international safety standards?

Yes. The airport has been planned in alignment with internationally recognized aviation safety and operational standards.

Will this lower travel costs for U.S. travelers?

Not necessarily. Airfare prices vary based on airlines, fuel costs, demand, and travel season. Infrastructure alone does not determine ticket pricing.

Conclusion

Techo International Airport represents a strategic investment in Cambodia’s tourism and transportation future.
Cambodia’s Aviation Boom: What Travelers Need to Know in 2025

If you’ve been dreaming about visiting Cambodia — the land of ancient temples, vibrant cities, peaceful rice fields, and some of Southeast Asia’s warmest smiles — 2025 is one of the best years to make that trip happen. With major upgrades to the country’s airport infrastructure, a growing number of direct international routes, and easier connections between top destinations like Phnom Penh and Siem Reap, flying into Cambodia has never been more convenient.

This guide breaks down everything you need to know about Cambodia direct flights in 2025. Whether you’re a traveler planning your first adventure in the Kingdom, a frequent flyer returning for business, or simply curious about how the country’s aviation landscape is changing, this comprehensive breakdown covers it all:

The newly opened Techo International Airport (KTI) in Phnom Penh

Updated direct international flights to Cambodia

New and upcoming routes launching in 2025

Domestic flights between Phnom Penh and Siem Reap

How to book smart and avoid airport-code mistakes

Insights into Cambodia’s aviation future

Let’s dive into Cambodia’s rapidly growing air-connectivity scene — and how it makes traveling easier, faster, and a lot more exciting this year.

Cambodia’s New Aviation Landscape in 2025

Techo International Airport (KTI): Phnom Penh’s Modern Gateway

If you haven’t been to Cambodia yet — or if it’s been a few years — you’re in for a surprise. Phnom Penh now operates from a brand-new international airport: Techo International Airport (KTI). Officially opened in September 2025, this airport replaces the long-serving Phnom Penh International Airport (PNH).

Techo International Airport (KTI)

Here’s what makes KTI special:

Larger capacity to welcome millions more passengers

Modern facilities, from expanded terminals to smoother immigration flow

Better runway capacity to handle long-haul flights

Strategic design, built to accommodate Cambodia’s future as a regional aviation hub

The relocation to KTI is a huge deal for travelers. Many flight guides online still reference the old airport (PNH), so if you’re booking flights, make sure the airport code reads KTI.

Siem Reap–Angkor International Airport (SAI): The Cultural Airport of Cambodia

Siem Reap also relocated to a new, modern airport — Siem Reap–Angkor International Airport (SAI). It replaces the former Siem Reap International Airport (REP), which was much closer to the city but could no longer support growing tourism to iconic sites like Angkor Wat.

SAI now:

Handles larger aircraft

Supports long-haul flights

Attracts new airlines entering the Cambodian market

Offers smoother arrival experiences for tourists

With both Phnom Penh and Siem Reap operating from upgraded airports, Cambodia’s aviation system is positioned for significant growth in 2025 and beyond.

Alongside boosting air traffic, the development of international airport infrastructure has been steadily reinforced. In the last three years, Cambodia’s Civil Aviation sector successfully launched three new international airports, backed by a combined US$3.6 billion in investment.

Three New Mega-Airports Launched

The three new operational international airports include:

Siem Reap Angkor International Airport (4E): A Build-Operate-Transfer (BOT) project with $1.1 billion invested, inaugurated in 2023.

Dara Sakor International Airport (4D): A Build-Own-Operate (BOO) project with $200 million invested, inaugurated in 2024.

Techo International Airport (4F): This flag-ship project, including crucial connecting infrastructure, totaled $2.3 billion in investment and was inaugurated on October 20, 2025.

Open Skies Policy Drives 14% Passenger Growth

The Prime Minister credited the visionary “Open Skies Policy,” launched by former Prime Minister Samdech Techo Hun Sen in 1999. This policy plays a vital role in increasing the flow of passengers and air cargo, contributing to the growth of tourism, business, and commerce through the liberalization of bilateral and multilateral ASEAN air transport agreements.

The air transport results are highly positive: in the first 10 months of 2025, Cambodia hosted 35 domestic and foreign airlines, connecting to 16 countries and 39 major cities across Asia and the Middle East. The country received over 5.7 million air travelers, marking a 14% increase compared to the 5 million travelers in the same period in 2024.

Cambodia Investment Opportunities 2025 are surging, offering global investors a powerful proposition: a rapidly growing economy anchored by strong government reforms and the timeless allure of its heritage. Cambodia skillfully blends its dual charm—the ancient majesty of Angkor Wat with a dynamic, pro-business market—creating an unparalleled environment for high returns in tourism, hospitality, and vital infrastructure.

This guide delves into why the Kingdom of Wonder is transitioning from a regional competitor to a high-potential investment destination, detailing the key policy changes, massive infrastructure upgrades, and specific sector openings that make 2025 the optimal entry point.

I. Why 2025 is the Benchmark Year: Cambodia’s Pro-Business Transformation

Investors are drawn to Cambodia’s dedicated reforms and strategic stability. The focus on enhancing the ease of doing business positions the nation as a resilient hub for Foreign Direct Investment (FDI).

Economic Stability and Robust GDP Growth

Despite global uncertainties, the Cambodian economy shows resilience and stability, driven primarily by manufacturing exports and recovering tourism.

GDP Growth Forecast: The World Bank revised Cambodia’s economy to grow by approximately 4.0% in 2025. While a slight moderation from previous projections, this figure remains strong, supported by diversified sectors.

FDI Inflows: Investor confidence remains strong, with China accounting for the vast majority of total FDI inflows (around 75%) into the Kingdom in 2024, focusing heavily on physical infrastructure. Cambodia is globally recognized for its Greenfield FDI Performance Index ranking.

Financial Stability: Gross International Reserves stood at $24.7 billion in early 2025, sufficient to cover approximately seven months of imports, indicating a strong external financial buffer.

The New Investment Law: Core Benefits for Foreign Investors

The landmark Law on Investment (LoI) of 2021, implemented via Sub-Decree 139, establishes one of ASEAN’s most liberal and transparent legal frameworks. This framework directly targets and supports high-value Qualified Investment Projects (QIPs).

Key incentives and guarantees for foreign investors include:

100% Foreign Ownership: Investors can own 100% of a company’s shares in most sectors.

Extended Tax Holidays: QIPs are eligible for profit tax exemptions (Tax on Income/TOI) for a period of 3 to 9 years, depending on the investment activity category.

Post-Exemption Relief: Following the tax holiday, QIPs receive progressive relief, paying only 25% of TOI for the first two years of the post-exemption period, followed by 50% and 75% reductions in subsequent years.

Duty-Free Imports: Exemption from customs duty, special tax, and VAT on the import of construction materials, production equipment, and production inputs.

Repatriation Guarantee: Guaranteed right to freely purchase and repatriate foreign currencies to settle financial obligations, including profits and invested capital.

Special Economic Zones (SEZs): Over 32 operational SEZs offer additional benefits, including streamlined logistics, one-stop services, and specific tax/duty exemptions for export-oriented projects.

Strategic Trade Positioning: Access to RCEP Markets

Cambodia’s role as a key gateway and member of major trade pacts—the Regional Comprehensive Economic Partnership (RCEP) and bilateral Free Trade Agreements (FTAs) with China (CCFTA) and South Korea (CKFTA)—allows producers to access a consumer market of over 2.2 billion people with preferential tariffs. This strategic advantage significantly enhances Cambodia’s position in regional supply chains.

II. Foundations for Growth: Major Infrastructure Investment & Logistics

For investors focused on real estate and logistics, Cambodia’s aggressive commitment to upgrading national infrastructure is the defining story of 2025, dramatically improving accessibility and efficiency.

Techo International Airport (TIA): Enhancing Global Connectivity

The Techo International Airport (TIA), located south of Phnom Penh, is the nation’s most transformative infrastructure project.

Operational Status: TIA officially commenced commercial operations on September 9, 2025, and was inaugurated on October 20, 2025. This major milestone significantly boosts the nation’s accessibility.

Scale and Capacity: TIA is a 4F class airport, capable of handling large aircraft like the Airbus A380. Phase 1 immediately boosts capacity to over 13 million passengers per year, solidifying Phnom Penh’s status as a major regional air hub.

Investment Catalyst: The new airport, built at a cost of over $1.5 billion, is designed to spur massive investment in adjacent commercial, residential, and logistics zones, directly facilitating growth in tourism and trade.

Coastal Connectivity: Ports and Maritime Logistics

Maritime developments are crucial for facilitating regional trade and supporting the coastal tourism boom.

Kampot Multi-Purpose Port: This new port is expected to become a major artery for maritime transport, enhancing regional trade and the flow of goods for both export and local distribution.

Funan Techo Canal: Though a large-scale, longer-term project, the proposed canal will establish a vital new water transport route linking the Mekong to the sea, promising to significantly cut logistics costs for internal movement and international shipping.

III. Hospitality 2.0: The Investment Shift to High-Value Tourism

The ‘Ancient Wonders’ are the timeless draw, but the core Investment Opportunity in Cambodia Tourism lies in diversification and the strategic pivot toward high-quality, sustainable experiences.

The “Sacred Tourism” Policy: Attracting Quality Visitors

To meet the ambitious goal of attracting up to 7.5 million international tourists in 2025, the government is actively implementing policies to shift focus from mass tourism to high-value guests.

Targeting Affluent Travelers: The ‘Sacred Tourism 2025-2035’ Policy aims to attract “Special and High-Quality Tourists,” including business tourists and high-net-worth retirees.

Investment Focus: This encourages investment in luxury resorts, boutique hotels, wellness centers, and specialized medical facilities that cater to discerning international travelers seeking unique and authentic experiences.

READ MORE: Royal Group Launches Premier Wellness Center, Boosting Cambodia Health Tourism

Diversification Hotspots: Beyond Siem Reap Investment

While Angkor is essential, the highest return potential often exists in emerging tourism centers:

Coastal Development: Investment in high-end, eco-friendly resorts along the Sihanoukville/Koh Kong coastlines and on surrounding islands.

Cultural Hubs: Restoring and revitalizing colonial architecture in cities like Battambang and Kampot to create cultural centers, galleries, and unique dining destinations.

Eco-Adventure: Developing sustainable lodges and conservation projects in the vast Cardamom Mountains and the northeastern provinces of Mondulkiri and Ratanakiri to tap into the fast-growing global eco-tourism market.

IV. Leveraging Dual Charm: Sustainable Cultural & Agri-Business

Cambodia’s unique resources—its resilient people, fertile land, and ancient culture—form the basis for resilient, high-value investment opportunities in the modern era.

Agri-Tourism: The High-Value Investment in Kampot Pepper

Certified Quality: Invest in Kampot Pepper, the certified Geographical Indication (GI) product renowned worldwide.

Agri-Tourism Integration: Opportunities abound for developing large-scale, high-quality plantations, coupled with visitor centers, culinary workshops, and luxury Agri-Tourism farm stays that integrate primary production with high-end hospitality.

Processing and Export: High-value agricultural processing for products like rice, cashews, and tropical fruits benefits from the new trade agreements and port expansions.

Creative Economy: Digital Heritage and Artisan Investment

Investment in the creative economy ensures the preservation and commercial viability of Cambodia’s cultural assets:

Digital Heritage: Funding technology startups that develop Augmented Reality (AR) temple guides and digital archives to enhance the visitor experience and preserve history.

Artisan Investment: Developing high-end retail, training centers, and luxury craft production (silk, silver) that meets international standards, turning cultural craftsmanship into a high-value export sector.

Conclusion: A Gateway to Opportunity

Cambodia in 2025 offers an exciting investment thesis: it is an emerging economy that provides the stability and growth trajectory of a modernizing Asian market, uniquely enriched by a deep well of cultural heritage.

The convergence of a favorable legal environment (the New Investment Law), critical infrastructure completion (the operational TIA), and a strategic shift towards high-value tourism makes the nation an exceptional choice for global capital. Investing now means securing a strong foothold in a market before it reaches full maturity.

Cambodia is entering a new era. With Prime Minister Hun Manet at the helm, the government has unveiled its ambitious 2025–2030 development vision, a roadmap aimed at modernizing the economy, improving living standards, and positioning the country as a regional leader in Southeast Asia.

Hun Manet’s approach combines continuity with innovation: building on past achievements under Hun Sen while introducing fresh ideas to address the challenges of a rapidly changing world. From infrastructure projects to digital economy initiatives, his vision paints a picture of Cambodia not just growing—but thriving.

This article explores the key elements of Hun Manet’s vision, its implications for the Cambodian people, and what it means for the nation’s role on the global stage.

Infrastructure as a Foundation

One of the central pillars of Hun Manet’s plan is infrastructure development. Projects like the Techo International Airport, new highways connecting provinces, and industrial zones are designed to boost connectivity, trade, and investment.

These investments are not just about physical structures. They represent a commitment to creating economic corridors, linking rural areas with urban centers, and making it easier for businesses to operate across the country. For citizens, improved roads, airports, and logistics networks mean faster access to services, markets, and opportunities.

Infrastructure development also extends to energy and technology, with plans to expand renewable energy sources and digital networks to power Cambodia’s growing economy.

Economic Growth and Investment

Hun Manet’s vision emphasizes sustainable economic growth. The government aims to attract foreign investment while supporting local businesses, particularly SMEs that are vital for job creation.

Tourism, agriculture, and manufacturing remain key sectors, but there is a strong push toward technology-driven industries, such as fintech, e-commerce, and digital services. This aligns with Cambodia’s youth-centric workforce and growing tech-savvy population.

The 2025–2030 vision also highlights job creation as a priority. By investing in infrastructure and supporting entrepreneurship, the government hopes to provide meaningful employment opportunities for young Cambodians, reducing poverty and improving overall quality of life.

Education, Youth, and Social Development

A significant focus of Hun Manet’s plan is education and youth empowerment. Scholarships, vocational training programs, and digital literacy initiatives are being expanded to prepare the next generation for the modern workforce.

Social development is another cornerstone, with efforts to improve healthcare access, housing, and community services. These programs aim to ensure that economic growth translates into real improvements in citizens’ daily lives, bridging the gap between urban prosperity and rural needs.

International Relations and Regional Strategy

Hun Manet’s vision also encompasses Cambodia’s role on the regional and global stage. Strengthened ties with ASEAN countries, China, South Korea, and other partners are seen as critical for trade, investment, and security.

Projects like joint military exercises and regional infrastructure collaborations reflect Cambodia’s intent to be a stable, influential, and forward-looking partner in Southeast Asia. This strategic diplomacy complements domestic development goals by attracting foreign expertise and investment.

Challenges and Considerations

While the 2025–2030 vision is ambitious, several challenges remain. Financial management, environmental sustainability, and ensuring equitable access to the benefits of growth are all crucial factors.

Public engagement and transparency will also play a key role. Citizens are increasingly informed and connected, and the government’s ability to listen and adapt will influence the long-term success of its vision.

Conclusion

Hun Manet’s 2025–2030 vision represents a roadmap for Cambodia’s future—a blend of ambition, continuity, and innovation. By focusing on infrastructure, economic growth, youth development, and international engagement, the plan aims to create a Cambodia that is prosperous, connected, and competitive in the global arena.

For citizens, businesses, and investors alike, this vision signals opportunities and challenges, but most importantly, it reflects a commitment to building a better Cambodia for generations to come.

Cambodia has officially taken flight—literally. The Techo International Airport, Cambodia’s newest and largest airport, has opened its doors in Kandal Province, just south of Phnom Penh. For the first time, travelers from around the world can experience a modern, world-class gateway into the country.

But this airport is more than just a travel hub. It’s a statement. A statement about Cambodia’s ambitions, the government’s forward-looking vision, and the leadership of Prime Minister Hun Manet, who has been actively pushing for infrastructure projects that will transform the country’s economy and tourism landscape.

From creating thousands of jobs to boosting trade and tourism, the opening of Techo International Airport marks a milestone that could shape Cambodia’s future for decades.

A Brief Look at the Project

The Techo International Airport is nothing short of ambitious. Designed to handle 12 million passengers per year in its first phase, the airport features modern terminals, expansive runways, and advanced cargo facilities. Its location in Kandal Province was chosen strategically to reduce congestion at Phnom Penh International Airport and to better serve the surrounding regions.

Construction began in 2019, and after several years of planning, investment, and careful execution, the airport finally opened in November 2025. The project was made possible through a mix of government funding and international investment, reflecting a clear vision to integrate Cambodia into the regional and global economy.

What It Means for the Economy

The economic potential of Techo International Airport is enormous. Jobs are one of the most immediate benefits. During construction, thousands of Cambodians were employed, and now the airport itself, along with surrounding hotels, shops, and transport services, continues to generate employment opportunities across multiple sectors.

But the impact goes beyond jobs. By improving cargo and passenger connectivity, local businesses now have faster access to international markets, making exports smoother and trade more efficient. Investors are taking note, and new business districts and economic corridors are expected to spring up near the airport—cementing its role as a catalyst for Cambodia’s broader economic growth.

A Boost for Tourism

Tourism has long been a cornerstone of Cambodia’s economy, and Techo International Airport is set to take it to the next level. The airport will make it easier for travelers from China, South Korea, and other ASEAN countries to reach Phnom Penh and surrounding areas, supporting both business and leisure travel.

Local businesses stand to benefit as well. From restaurants and hotels to small shops and cultural attractions, increased foot traffic will help communities grow. The government’s strategy is clear: diversify Cambodia’s tourism offerings, promote regional destinations, and reduce overreliance on traditional hotspots like Angkor Wat.

Challenges Ahead

No project of this scale comes without challenges. Environmentalists have raised concerns about potential impacts on local ecosystems and water resources. Financially, the $2 billion investment requires careful management to ensure the airport delivers sustainable returns.

There’s also regional competition. Thailand and Vietnam have airports that attract many of the same tourists and investors Cambodia wants. Success will depend on excellent services, safety, and efficient operations. And perhaps most importantly, the airport must serve the Cambodian people—not just international visitors—through accessible services and meaningful employment opportunities.

Looking Forward

The Techo International Airport is more than concrete and steel; it’s a symbol of Cambodia’s ambitions under Hun Manet’s leadership. By connecting the country more effectively to the world, creating jobs, and supporting tourism and trade, this project has the potential to become a cornerstone of Cambodia’s growth story.

While challenges remain, one thing is clear: Cambodia is ready to welcome the world, and the sky is no longer the limit.

The announcement was made by Lok Neak Oknha Pung Kheav Se, Chairman of Cambodia Airport Investment Corporation (CAIC), a subsidiary of the Overseas Cambodian Investment Corporation (OCIC), during the official inauguration ceremony this morning, which was presided over by Prime Minister Samdech Moha Borvor Thipadei Hun Manet.

Multi-Modal Hub via New Waterway

OCIC plans to construct a 10-kilometre waterway with a total investment of US$100 million. This new channel will connect the nearby Boeung Cheung Loung Lake to the Bassac River and the Funan Techo Canal. This strategic link will provide seamless connectivity all the way to Kep city, Cambodia’s coastal province.

Mr. Pung Kheav Se emphasized that this waterway will give TIA a crucial competitive advantage by establishing it as a true multi-modal hub accessible by air, land, and sea.

Development of the Airport Satellite City

Beyond infrastructure, OCIC has begun the large-scale development of the Airport Satellite City to support the airport’s operations and staff. The master plan for this new city includes several key components:

Affordable Housing: Dedicated residential construction for the thousands of TIA staff and workers who are relocating from areas near the old Phnom Penh International Airport.

Commercial Zones: Residential and commercial areas, factories, and warehouses.

Economic Drivers: An international exhibition centre and a Special Economic Zone (SEZ) aimed at promoting production and exports directly through the new TIA gateway.

To enhance the cultural environment, OCIC is also developing a cultural park on the landside of the airport to promote Khmer traditions to visitors.
