YUNNAN, CHINA โ€“ On December 28-29, 2025, a high-level trilateral meeting between the Foreign Ministers and senior military officials of Cambodia, Thailand, and China was held at Fuxian Lake, Yunnan Province. This summit marks a definitive pivot toward permanent peace, following the historic ceasefire agreement signed on December 27, 2025.

China officially welcomed the Joint Declaration of the 3rd Special General Border Committee (GBC), emphasizing that the agreement serves the fundamental, long-term interests of both the Cambodian and Thai people. The three parties underscored that “Dialogue and Consultation” remain the only effective means to resolve complex territorial disputes.

Key Outcomes of the Yunnan Trilateral Meeting:

1. Strengthening the Ceasefire and Technical Demarcation

The foremost priority is the effective implementation of the December 27 Joint Declaration.

  • JBC Support: The parties reaffirmed support for the Joint Boundary Commission (JBC) to resume technical survey work.
  • Humanitarian Mine Action: China pledged full support for demining efforts through joint coordination teams and bilateral agreements.
  • ASEAN Monitoring: Essential aid will be provided to the ASEAN Observation Teams (AOT) to ensure the ceasefire remains comprehensive and transparent.

2. Restoring Normalcy and Humanitarian Aid

Efforts will focus on restoring all channels of communication and social exchange.

  • Refugee Repatriation: China is ready to provide immediate humanitarian assistance for the livelihoods of displaced persons returning to the border regions.
  • Resuming Exchanges: Cambodia and Thailand will restart cooperation across all levels to revitalize border economies.

3. Rebuilding Political Trust

Diplomatic channels between the two Foreign Ministries will be strengthened. Notably, both nations agreed to create a favorable environment for the 5th Mekong-Lancang Summit to be hosted in Thailand.

4. Combatting Transnational Crime

In a move to protect regional security, the three nations agreed to take decisive action against cross-border crimes, specifically online scams and telecommunications fraud, to safeguard the lives and assets of their citizens.

A Constructive Role for the “Asian Way”

Cambodia and Thailand expressed high appreciation for Chinaโ€™s robust support in facilitating this dialogue. Following the spirit of the Anning Dialogue in August, China vowed to continue its constructive role in mediating a “Long-term Peace” through the “Asian Way”โ€”aiming toward a community with a shared future among neighboring nations.
