Hun Many Clarifies Civil Servant Census Focuses on Data Verification, Not Disciplinary Action

PHNOM PENHH.E. Hun Many, Deputy Prime Minister and Minister of Civil Service, has reaffirmed that the current civil servant census process is not an operation aimed at finding faults or imposing disciplinary action. Its single purpose is to verify existing data against officials actively performing their duties.

Deputy Prime Minister Hun Many made this confirmation during the launch of the physical census campaign at the Ministry of Civil Service this morning, November 11, 2025.

Census Goal: Verification, Not Punishment

Deputy Prime Minister Hun Many stated:

“I want to clearly reaffirm… this census process is not an operation to ‘cut’ or find faults among officials that could lead to disciplinary action. We are ensuring that the data in our system accurately matches the actual structures and the officials who are truly fulfilling their duties.”

He urged all officials to participate and not to worry, stressing that this accurate data is the essential foundation for the modernization of the public administration system.

Census Rollout and Scope

The census will be implemented across 31 Ministries and institutions, beginning with the Ministry of Civil Service.

  • Public Educational Institutions will start in Phnom Penh (Daun Penh District).
  • Local Health Units will begin in Phnom Penh at the Operational District (OD) Health Office in Chaktomuk.

Four Key Benefits for Public Administration

Deputy Prime Minister Hun Many outlined four major benefits expected from the accurate census data:

  1. Unified Data: Establishing clear, agreed-upon, and uniformly shared data across all institutions.
  2. Strategic Management: The data will provide a basis for planning staff deployment, accurately filling genuine shortages, and developing targeted capacity building plans.
  3. Digital Integration: Census results will be entered into a centralized database to simplify administrative tasks like salary payments, promotions, and managing spouse benefits.
