Kuala Lumpur, Malaysia — A high-level delegation from the Royal Cambodian Armed Forces (RCAF), led by H.E. Gen. Tea Seiha, Deputy Prime Minister and Minister of National Defence, arrived in Kuala Lumpur this morning to attend the 2nd Special Meeting of the Cambodia-Thailand General Border Committee (GBC), scheduled for October 23.

In a social media post today, Gen. Tea Seiha expressed strong optimism for the upcoming discussions. Cambodia highly anticipates that both sides will engage in a friendly and constructive environment with a high sense of good faith on priority issues.
Focus on Ceasefire Compliance and Cooperation
The Minister stressed the need for strict adherence to the spirit of previous agreements. The top priority for the GBC meeting will be the removal of heavy and destructive weapons and equipment, which must be implemented under the observation and verification of the ASEAN Observer Team (AOT).
Beyond the immediate ceasefire issues, the Minister also anticipates positive results concerning other critical matters, including:
- Humanitarian Demining
- Cooperation to prevent and combat transnational crimes, particularly online scams
“In this spirit, Cambodia firmly believes that the 2nd Special GBC Meeting will yield fruitful outcomes and contribute to promoting peace, cooperation, development, and the swift return to normalcy,” Gen. Tea Seiha underlined.

Following the conclusion of the GBC meeting, the Ministry of National Defence confirmed that Cambodia’s 4th and 5th Military Regions will hold subsequent Regional Border Committee (RBC) meetings with their Thai counterparts. These regional discussions will build directly on the GBC outcomes to strengthen cooperation and ensure the full and effective implementation of the ceasefire agreement along the border.
