Ministry of Defence Condemns “Inhumane” Attacks, Citing Violation of US President Trump-Witnessed Peace Declaration

PHNOM PENH, Cambodia โ€“ The Ministry of National Defence (MND) confirmed a tragic increase in civilian casualties today, reporting that aggressive military operations by Thai forces on Cambodian territory have resulted in the deaths of at least seven Cambodian civilians and left 20 others injured.

H.E. Lt. Gen. Maly Socheata, Spokeswoman for the Ministry of National Defence, announced the devastating figures at a press briefing this morning.

โ€œAccording to preliminary information from the provincial authorities, the Thai militaryโ€™s shelling of civilian areas from December 8 to 9, 2025, as of 6:00 a.m., has caused the deaths of seven Cambodian civilians and left 20 others injured,โ€ she stated.

The Ministry issued a strong condemnation of these military actions, labeling them “inhumane and brutal acts” directly targeting non-combatants.

The confirmed casualties reflect a severe escalation of the conflict. The MND reported that Thai military forces have aggressively attacked Cambodian forces and civilians across an expanding front, including multiple locations in:

  • Preah Vihear
  • Oddar Meanchey
  • Banteay Meanchey
  • Battambang
  • Pursat provinces

II. Blatant Violation of International Agreement

Breach of the October 26 Joint Declaration

The Ministry asserted that the continued violence, especially the targeting of civilian areas, clearly demonstrates that Thai forces have violated the ceasefire and the Joint Declaration signed by the Prime Ministers of both countries on October 26, 2025.

The statement strongly emphasized the breach of the high-profile international agreement, which was signed under the witness of U.S. President H.E. Donald Trump and H.E. Anwar Ibrahim, Prime Minister of Malaysia and Chair of ASEAN. The declaration commits both nations to refrain from the threat or use of force.

The Ministry stressed that these actions represent a profound disregard for the principles of peace and the commitments made before the international community.
