PHNOM PENH, December 18, 2025 — In a move to deepen ties between Phnom Penh and Paris, His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, received a courtesy call today from Mr. Benoît GUIDÉE, Director for Asia and Oceania of the French Ministry for Europe and Foreign Affairs.

The meeting took place within the framework of the Third Session of Cambodia–France Bilateral Political Consultations, a key mechanism in the ongoing roadmap to elevate the relationship into a formal Cambodia-France Strategic Partnership.

Building the Foundation for a Cambodia-France Strategic Partnership

During the discussions, both sides welcomed the positive momentum that has defined bilateral relations throughout 2025. The transition toward a Cambodia-France Strategic Partnership is supported by several critical pillars of cooperation:

  • Political Solidarity: Mr. Benoît GUIDÉE extended France’s heartfelt condolences to the Cambodian civilians affected by the ongoing Cambodia-Thailand border conflict.
  • Regional Peace: The Deputy Prime Minister provided a comprehensive update on the border situation, emphasizing Cambodia’s commitment to the Kuala Lumpur Joint Declaration.
  • Cultural Leadership: France reaffirmed its support for Cambodia as the host of the Ministerial Conference of La Francophonie and the upcoming 2026 Francophonie Summit.

Promoting People-to-People Exchange

Following the political consultations, the Deputy Prime Minister presided over a landmark signing ceremony that further solidifies the Cambodia-France Strategic Partnership. The Agreement on International Volunteering for Exchange and Solidarity and the Action of France Volontaires in Cambodia were officially signed, aiming to:

  • Enhance people-to-people exchanges through youth and expert volunteering.
