What happens when a city decides it has had enough of cybercrime?

You don’t get a press conference.
You get 2,709 inspections.
You get doors knocked on in high-rise towers.
You get coordinated raids across every district.

And you get nearly 300 arrests in just 15 days.

That’s exactly what unfolded in Cambodia’s capital, where authorities launched one of the most sweeping crackdowns on online scam networks the country has ever seen. The message wasn’t subtle. It was deliberate, calculated, and loud:

Phnom Penh is not a playground for transnational cybercriminals.

Let’s break down what really happened—and why this operation could mark a turning point in Cambodia’s fight against online fraud and digital crime.

A 15-Day Cybercrime Crackdown Across All 14 Khans

Between February 3 and 18, Phnom Penh transformed into an active enforcement zone.

Under the leadership of Governor H.E. Khuong Sreng, the Phnom Penh Municipal Unified Command carried out inspections across all 14 Khans (districts) of the capital. This wasn’t a targeted sweep of a few suspicious buildings. It was comprehensive.

Authorities inspected:

High-rise condominiums

Apartment complexes

Boreys (gated residential communities)

Hotels and short-term rental properties

In total? 2,709 locations.

That scale matters.

Online scam operations often hide behind layers of legitimacy—luxury condos, serviced apartments, business offices that look ordinary from the outside. By sweeping thousands of sites, authorities disrupted the comfort zone these syndicates rely on.

Think of it as turning on the lights in a room where criminals believed they were invisible.

Over 21,000 Foreign Nationals Identified

During the inspections, officials identified 21,104 foreign nationals residing at the targeted premises—including 6,683 women.

Now here’s the nuance: not everyone encountered was involved in illegal activity.

Most individuals underwent routine immigration and status checks. But the sheer number reveals something important: Phnom Penh has become a magnet for foreign residents—and within that movement, cybercrime networks attempt to embed themselves.

Transnational scam syndicates often recruit individuals across borders, luring them with false job promises or coercing them into fraudulent call center operations. By identifying who is residing where, authorities are mapping the ecosystem.

Data is power.

And this operation generated a lot of it.

40 Online Scam Operations Dismantled

Here’s where the operation moved from inspection to impact.

Authorities successfully dismantled 40 specific online scam operations.

Forty.

These weren’t isolated lone actors. These were organized groups operating from coordinated locations—often equipped with digital infrastructure, communication tools, and structured hierarchies.

The raids led to the detention of 284 foreign nationals from 13 different countries, including:

Vietnam

China

Myanmar

South Korea

Malaysia

Nepal

Bangladesh

India

Sri Lanka

The Philippines

Indonesia

Pakistan

Singapore

That diversity underscores one uncomfortable reality: online scam syndicates are transnational by design.

They recruit across borders. They target victims globally. They move operations fluidly between jurisdictions.

And that’s exactly why large-scale enforcement matters.

Fast-Tracked Prosecutions: 11 Cases Already In Court

Crackdowns mean little if they stall in bureaucracy.

This time, authorities moved quickly.

Phnom Penh Municipal Police Commissioner Gen. Chuon Narin confirmed that 11 cases have already been fast-tracked to the courts.

Prosecutors are seeking convictions for 24 suspected ringleaders and key associates:

22 Chinese nationals

1 Singaporean

1 Cambodian

Notice the emphasis on ringleaders.

Law enforcement isn’t just sweeping up low-level operators. The focus is on dismantling command structures—the people coordinating, financing, and directing these networks.

It’s like removing the head of a hydra rather than cutting off a single tentacle.

And that approach changes outcomes.

The Role Of The Commission For Combating Online Scams (CCOS)

This operation wasn’t random enforcement. It was coordinated through the Secretariat of the Commission for Combating Online Scams (CCOS).

The existence of a dedicated commission signals institutional commitment.

Online scams aren’t treated as petty crimes. They’re recognized as systemic threats that require interagency coordination—law enforcement, immigration, digital monitoring, intelligence gathering, and judicial action.

That kind of structure transforms sporadic crackdowns into sustained strategy.

And strategy beats reaction every time.

Prime Minister Hun Manet’s Zero-Tolerance Warning

The political backing behind this crackdown is unmistakable.

Prime Minister Samdech Moha Borvor Thipadei Hun Manet recently stated:

“Cambodia is not a sanctuary for tech criminals to conduct fraudulent activities or transnational crimes.”

That’s not diplomatic language. That’s deterrent language.

He went further, warning that individuals or entities backing these syndicates would face the “highest penalties” without exception or intervention.

Translation?

No protection. No interference. No special treatment.

When leadership draws a hard line publicly, it signals internal alignment. Law enforcement operates with clearer mandate. Prosecutors act with stronger backing.

And criminals reassess their risk calculations.

Why Phnom Penh Became A Target For Cybercrime Syndicates

Let’s address the bigger question: why here?

Like many rapidly developing Southeast Asian cities, Phnom Penh has seen explosive growth in real estate, foreign residency, and digital connectivity.

High-rise condominiums. Expanding internet infrastructure. Growing foreign communities.

To legitimate businesses, these are signs of opportunity. To cybercriminals, they can look like camouflage.

Scam networks thrive where anonymity is possible and oversight is fragmented. But once inspections become systematic and intelligence-driven, that anonymity evaporates.

This 15-day blitz disrupted the perception that Cambodia might be a low-risk operating zone for online fraud.

And perception matters in criminal ecosystems.

The Global Impact Of Online Scam Syndicates

Online scam networks are not victimless enterprises.

They target retirees. Small business owners. Students. Families. Often across continents.

Investment scams, romance fraud, crypto deception, phishing operations—these crimes extract billions globally every year.

By dismantling 40 operations, Phnom Penh authorities didn’t just act locally. They disrupted pipelines feeding international fraud schemes.

That ripple effect extends far beyond Cambodia’s borders.

When one operational hub collapses, victim numbers drop—at least temporarily.

Enforcement, Deterrence, And Long-Term Reform

Here’s the real test: sustainability.

A 15-day crackdown generates headlines. But can it reshape the environment long-term?

That depends on three factors:

Continued intelligence gathering

Judicial follow-through

Preventive regulatory reform

Enforcement is like pruning a tree. It removes visible branches. But if roots remain untouched, growth resumes.

The current strategy appears to be targeting both branches and roots—through arrests, prosecutions, and institutional coordination.

But cybercrime evolves quickly. New tools emerge. Tactics adapt.

The key will be staying one step ahead.

A Clear Signal To International Investors

There’s another dimension to this operation—economic reputation.

Countries battling perceptions of cybercrime risk often face investor hesitation. No multinational firm wants its brand associated with fraud hotspots.

By executing a visible, large-scale crackdown, Phnom Penh sends a signal to global investors:

We’re serious about digital security.
We’re serious about law enforcement.
We’re serious about protecting economic integrity.

That narrative strengthens investor confidence.

Security and economic growth are intertwined. One supports the other.

The Human Dimension

Behind the statistics—2,709 inspections, 284 arrests, 21,104 identified individuals—there are human stories.

Some detainees may have been recruited under false pretenses. Others may have knowingly participated in fraudulent operations. Investigations will determine individual roles.

But the broader point remains: dismantling scam networks prevents future victims.

Every call center shut down represents potential victims spared.

That’s the invisible success metric.

Is This A Turning Point?

So, is this crackdown a temporary sweep—or the beginning of a sustained transformation?

The scale suggests something larger than optics.

Covering all 14 Khans. Inspecting thousands of properties. Fast-tracking prosecutions. Publicly warning financial backers.

These are structural moves.

They indicate an ecosystem-wide reset.

But cybercrime is adaptive. It migrates. It rebrands. It decentralizes.

The real measure of success will be what happens next month. And the month after that.

Final Thoughts: No Sanctuary For Digital Crime

Phnom Penh’s 15-day blitz wasn’t just about arrests.

It was about narrative.

It reframed Cambodia not as a passive battleground for online scams—but as an active enforcer of digital order.

With 40 scam operations dismantled, nearly 300 arrests, and prosecutions underway, authorities have made one thing unmistakably clear:

Cambodia does not intend to be a sanctuary for tech criminals.

In the digital age, crime moves at the speed of Wi-Fi. Enforcement must move faster.

For now, Phnom Penh has proven it can.

The question is whether this momentum becomes permanent policy.

If it does, the capital’s reputation—and its digital future—may look very different in the years ahead.

FAQ

PHNOM PENH/SEOUL — A delegation of South Korean investors and journalists will visit Cambodia later this month to assess the country’s business environment and security situation following a government-led crackdown on online crime, Cambodian officials said on Monday.

The visit, scheduled for mid-February, is aimed at restoring international confidence and highlighting Cambodia as a secure destination for foreign investment, officials said.

The announcement followed a meeting in Seoul between Cambodia’s ambassador to South Korea, Khuon Phon Rattanak, and Park Joo-bong, chairman of South Korea’s Daejoo KC Group.

During the meeting, Ambassador Rattanak briefed the South Korean side on bilateral relations, including cooperation in trade, tourism and people-to-people exchanges. He also outlined efforts by the Royal Government of Cambodia to repair the country’s international image after a surge in reported cases of online scams and cybercrime over the past year.

“The embassy has been actively engaging with South Korean media to ensure accurate reporting on the situation in Cambodia,” Ambassador Rattanak said, adding that the government has stepped up enforcement to suppress online crime and improve security for investors and visitors.

The delegation, led by Mr Park, will comprise about 20 members, including representatives from South Korean media outlets. Officials said the inclusion of journalists is intended to provide a transparent, firsthand assessment of Cambodia’s security conditions.

Mr Park welcomed Cambodia’s cooperation in addressing transnational crime, saying South Korea continues to view Cambodia as an important regional partner.

“This visit will allow investors to see the investment environment firsthand,” he said. “The media will then be able to report on the actual conditions on the ground and provide a clearer picture to the Korean public.”

The Cambodian Embassy in Seoul said it is coordinating with relevant ministries in Phnom Penh to arrange meetings between the delegation and senior government officials during the visit.

Yes, an American can retire in Cambodia quite easily compared to many other Southeast Asian countries. As of 2026, Cambodia remains one of the most accessible and affordable retirement destinations in the world, specifically due to its ER (Retirement) Visa and low cost of living.

However, retiring here requires a specific process and a shift in lifestyle expectations regarding healthcare and safety.

1. The Retirement Visa (ER Visa)

Cambodia does not have a “points system” or massive deposit requirements like Thailand or Malaysia. The process is straightforward:

Age Requirement: You must be 55 years or older. (If you are under 55, you can sometimes still qualify by providing proof of a pension or a monthly income of at least $1,500).

The “Ordinary” Entry: You must enter Cambodia on an Ordinary Visa (E-Class), not a Tourist Visa (T-Class). The E-Class visa costs $35 on arrival.

The Extension: Once inside Cambodia, you apply for a 12-month ER Extension. This typically costs around $285–$300 through a local visa agent.

Documentation: You generally need your passport (valid for 6+ months), passport photos, and proof of retirement (like a Social Security statement or pension letter).

2. Cost of Living (2026 Estimates)

While prices have risen slightly due to modernization, an American can live comfortably on $1,200 to $2,500 per month.

Housing: A modern 1-bedroom apartment in Phnom Penh (BKK1 or Riverside) ranges from $400–$700. In Siem Reap or Kampot, you can find beautiful villas for $350–$500.

Utilities: Electricity is the biggest variable; it’s expensive at roughly $0.20/kWh. Expect to pay $60–$150 depending on how much you use the AC.

Food: Local meals are $2–$5, while high-end Western dining is $15–$30.

3. Healthcare: The “Safety Net” Strategy

This is the most critical factor for American retirees. While local clinics handle minor issues well, serious conditions often require travel.

Quality: Calmette Hospital (The Public Flagship). Following the inauguration of the Techo Aphivadh Building (a multi-million dollar expansion), Calmette now offers international-standard specialized care. It features state-of-the-art diagnostic technology (including the Cyclotron Medical Center) and Western-trained specialists, many of whom speak fluent English and French.

Insurance: It is highly recommended to have International Private Medical Insurance (IPMI) that includes “Medical Evacuation” to Bangkok or Singapore for major emergencies.

Pharmacy: Most medications are available over-the-counter without a prescription, but you should buy from reputable chains like U-Care to ensure quality.

4. Property Ownership

Condos: Americans can legally own Strata-titled condominiums (units above the ground floor) in their own name.

Land/Houses: You cannot own land directly. Most retirees use a Long-term Lease (50 years) or a Trust Holding structure (under the 2019 Trust Law) to secure landed property safely.

Retirement Snapshot: 2026

Orkun Santepheap’s Insider Tip

If you are planning to move, Phnom Penh is currently ranked as a top global destination for 2026 by major travel outlets. However, for a quieter retirement, look at Kampot. It has a growing expat retiree community, a cooler riverside climate, and is only a 2-hour drive from the capital via the new expressway.

To give you the most accurate 2026 retirement budget, I have compared Phnom Penh (the metropolitan capital) with Kampot (the favorite riverside retreat for American retirees).

These figures reflect a “Comfortable Expat” lifestyle—meaning you have air conditioning, eat out a few times a week, and live in a Western-style apartment or villa.

2026 Monthly Retirement Budget Comparison (USD)

Expense Category

Phnom Penh (City Life)

Kampot (Riverside Relax)

Rent (1-BR Modern Condo/Villa)

$500 – $850

$300 – $500

Utilities (Electricity/Water/Trash)

$100 – $180

$70 – $120

Fiber Internet & Mobile Data

$25

$25

Groceries (Mix of local & imported)

$300 – $400

$250 – $350

Dining Out & Socializing

$300 – $500

$200 – $350

Transport (PassApp/Grab/Gas)

$60 – $100

$30 – $60

Visa & Admin (Amortized monthly)

$30

$30

Health Insurance (Expats 60+)

$150 – $300

$150 – $300

Total Monthly Estimated Cost

$1,465 – $2,385

$1,055 – $1,735

A Closer Look at the Key Expenses

1. Housing: The Largest Variable

Phnom Penh: In the popular BKK1 or Toul Tom Poung (Russian Market) areas, $500 gets you a nice 1-bedroom apartment, often with a gym and pool.

Kampot: For $500, you can often rent a whole 2-3 bedroom house with a garden, though these are usually located slightly outside the town center.

2. Electricity: The “Silent Killer” of Budgets

Cambodia has some of the highest electricity costs in the region. If you run your AC 24/7 in 2026, your bill will easily exceed $200. Most retirees use AC only for sleeping and rely on ceiling fans during the day to keep costs near $80–$100.

3. Healthcare & Insurance

For an American aged 60+, a solid international health insurance policy (covering inpatient and emergency evacuation to Bangkok) is non-negotiable.

Local Tip: Many retirees choose “Inpatient Only” coverage to keep premiums low and pay out-of-pocket for routine dental and GP visits, which are very cheap in Cambodia (approx. $20–$40 per visit).

4. Groceries & The “Home Comforts” Tax

If you eat like a local (fresh markets, seasonal fruit, local rice), you will save a fortune. However, if you crave American staples—like Tillamook cheese, Blue Diamond almonds, or US steaks—you will pay a premium at specialty stores like Super Duper or Lucky Supermarket. Expect these items to cost 50% more than they do in the States.

Orkun Santepheap’s Recommendations

For the “Active Retiree”: Choose Phnom Penh. You have access to better hospitals, the new 2026 Techo International Airport, and a massive variety of social clubs and high-end dining.

For the “Nature Lover”: Choose Kampot. The air is cleaner, the pace of life is slower, and you are close to the mountains and the sea (Kep).

The Middle Ground: Siem Reap offers a great balance of culture and a very tight-knit American expat community, with costs sitting right between Phnom Penh and Kampot.

Here is a breakdown of the Initial Setup Costs for an American retiree.

1. Visa & Administrative Costs ($350 – $400)

Entry Visa (E-Class): $35. You must ask for the “Ordinary” or “Business” visa on arrival, not a tourist visa.

12-Month Retirement Extension (ER): $285 – $305. It is best to use a local visa agent (like Lucky! Lucky! or Sokhoum) to handle the paperwork. This includes the multiple-entry stamp.

FPCS Registration: Free, but your landlord must do this. It is a mandatory residency recording in the “Foreigners Present in Cambodia System.”

2. Housing Setup ($900 – $2,500)

Security Deposit: 1 to 2 months’ rent. If your rent is $500, expect to pay $500–$1,000 as a refundable deposit.

First Month’s Rent: Paid in advance.

Agent Fee: $0. In Cambodia, the landlord pays the real estate agent, so using an agent to find a home is free for you.

Basic Household Goods: $200 – $500. Most apartments come “fully furnished,” but you’ll likely want to buy your own high-quality linens, kitchenware, or a better coffee machine at stores like Zando Home or Makro.

3. Transportation Setup ($500 – $2,500)

You have three main choices for getting around as a retiree:

The “App” Life: $0 initial cost. Just download Grab and PassApp. This is the safest and easiest way for newcomers.

Used Scooter (110cc-125cc): $500 – $1,200. A second-hand Honda Scoopy or Honda Dream is the “gold standard” for reliability and resale value.

Used Car (e.g., Toyota Camry/Vios): $12,000 – $18,000. Cars are heavily taxed in Cambodia, making them significantly more expensive than in the US.

4. Health & Survival ($250 – $600)

Initial Health Check: $50 – $100. Many retirees do an initial check-up at an expat-friendly clinic like Intercare or Raffles to establish a local record.

Local Health Insurance (Initial Premium): $150 – $400. Depending on your age and the level of coverage (Inpatient vs. Full), you may need to pay the first quarter or year upfront.

Summary: Total “Landing” Fund

To move comfortably without stress, you should have a “Landing Fund” of approximately $4,000 – $5,000 (excluding a car purchase).

Item

Estimated Cost

Visas & Permits

$340

Housing (Deposit + 1st Month)

$1,500

Household Essentials

$400

Used Scooter + Helmet

$900

Initial Buffer/Cash-on-hand

$1,000

TOTAL

$4,140

Important 2026 Logistics

Bring “Perfect” Bills: This is the #1 trap. Any US dollar bill with a tiny tear, ink mark, or heavy fold will be rejected by shops and banks in Cambodia. Bring brand-new, crisp $100 bills from your US bank.

Open an ABA Bank Account: As soon as you have your 12-month visa and a lease, open an account at ABA Bank. Their mobile app is world-class and allows you to pay for everything via “KHQR” codes, meaning you won’t need to carry much cash.

In a world where global travel is rapidly evolving, being named by BBC Travel as one of the best places to travel in 2026 is no small achievement. The list is not a popularity contest, nor is it driven by mass tourism. Instead, BBC Travel focuses on destinations that reflect where travel is going next—places that balance cultural authenticity, sustainability, creativity, and meaningful local impact.

Among globally renowned destinations, Phnom Penh, Cambodia’s capital, stands out as a powerful and somewhat surprising inclusion. Long overshadowed by Angkor Wat and neighboring Southeast Asian capitals, Phnom Penh has quietly entered a new era, reshaping itself into a city that aligns perfectly with the values of modern travelers.

So why did BBC Travel choose Phnom Penh in 2026?
The answer lies in a compelling combination of urban transformation, cultural depth, sustainable tourism, and renewed global relevance.

This in-depth guide breaks down BBC Travel’s criteria, explores Phnom Penh’s remarkable evolution, and explains why Cambodia’s capital is now one of the most compelling destinations in Asia—and the world.

What Is BBC Travel’s “Best Places to Visit” List?

BBC Travel’s annual “Best Places to Travel” list is one of the most respected destination rankings in the global tourism industry. Unlike lists based on visitor numbers or luxury appeal, BBC Travel’s editorial team prioritizes:

Sustainability and responsible tourism

Cultural preservation and authenticity

Emerging or re-emerging destinations

Positive impact on local communities

Destinations shaping future travel trends

In recent years, BBC Travel has deliberately shifted away from over-touristed hotspots and toward places that represent a healthier, more thoughtful approach to travel. The goal is not just to inspire travel, but to encourage travelers to engage more deeply with destinations while supporting local economies.

Against this backdrop, Phnom Penh’s inclusion among the best places to travel in 2026 is a strong signal: the city is no longer just a stopover—it is a destination in its own right.

Why BBC Travel Selected Phnom Penh for 2026

A Capital City Reimagined

Phnom Penh’s selection reflects a broader recognition that the city has entered a new phase of development—one defined not by rapid, unstructured growth, but by intentional transformation.

BBC Travel highlighted Phnom Penh as:

A city embracing creative and sustainable openings

A destination offering authentic cultural experiences

An alternative to crowded regional capitals like Bangkok or Ho Chi Minh City

Rather than chasing mass tourism, Phnom Penh is attracting travelers who value culture, history, creativity, and local life.

For decades, Phnom Penh existed in the shadow of Cambodia’s ancient wonders. Angkor Wat dominated international attention, while the capital was often perceived as chaotic, transitional, or simply a gateway city.

That narrative has changed.

Urban Renewal and Riverfront Revival

One of the most visible symbols of Phnom Penh’s transformation is the revitalization of its riverfront along the Mekong and Tonlé Sap rivers.

Improved pedestrian spaces

The riverfront has become a place where locals and visitors coexist, reflecting the city’s growing emphasis on livability and quality of life.

Creative Districts and Cultural Spaces

Phnom Penh’s creative scene has flourished in recent years:

Independent art galleries and studios

Design-focused cafés and concept stores

Cultural hubs celebrating contemporary Khmer identity

These spaces are not designed solely for tourists—they are organic expressions of local creativity, which is exactly the type of authenticity BBC Travel seeks.

Sustainability and Responsible Tourism at the Core

Why Sustainability Matters to BBC Travel

Sustainability has become a defining criterion for BBC Travel’s destination selections. In 2026, travelers are more aware than ever of their environmental and social footprint.

Phnom Penh’s growing commitment to responsible tourism played a major role in its selection.

Key Sustainability Developments in Phnom Penh

Eco-conscious boutique hotels prioritizing local materials and reduced waste

Community-based tourism initiatives supporting artisans and small businesses

Increased awareness around heritage preservation

Emphasis on walkable neighborhoods and local transport

Rather than large-scale resort development, Phnom Penh’s tourism growth is largely small, local, and experience-driven—a model that aligns with global sustainability goals.

Cultural Depth and Living Heritage

A City Where History Is Still Alive

Phnom Penh offers a rare blend of ancient heritage and modern life, where history is not confined to museums but woven into everyday experiences.

Key cultural highlights include:

The Royal Palace and Silver Pagoda

The National Museum of Cambodia

Traditional performing arts and crafts

Local markets reflecting daily Cambodian life

Unlike cities that have overly commercialized their heritage, Phnom Penh retains a sense of living culture—something increasingly rare in major capitals.

Food as Cultural Expression

Phnom Penh’s food scene has evolved beyond street stalls alone:

Elevated Khmer cuisine using local ingredients

Creative reinterpretations of traditional dishes

Cafés and restaurants supporting Cambodian farmers and producers

Food tourism has become an important part of the city’s appeal, offering travelers a deeper connection to Cambodian culture.

How Phnom Penh Compares to Other Southeast Asian Cities

One reason BBC Travel chose Phnom Penh is its position as a balanced alternative in Southeast Asia.

Phnom Penh vs Bangkok

Bangkok: vibrant but heavily over-touristed

Phnom Penh: calmer, more personal, culturally immersive

Phnom Penh vs Ho Chi Minh City

Ho Chi Minh City: fast-paced, commercial

Phnom Penh: slower, reflective, historically rich

Phnom Penh vs Luang Prabang

Luang Prabang: beautiful but limited in scale

Phnom Penh: dynamic capital with evolving urban life

Phnom Penh offers what many travelers now seek: depth without crowds, culture without over-commercialization.

Why Phnom Penh Fits Global Travel Trends for 2026

Trend 1: Slow and Meaningful Travel

Travelers are spending more time in fewer places. Phnom Penh rewards longer stays with layered experiences.

Trend 2: Authenticity Over Luxury

Modern travelers value connection over extravagance. Phnom Penh’s appeal lies in its realness.

Trend 3: Emerging Destinations

Travelers are increasingly drawn to places before mass tourism arrives. Phnom Penh is at that pivotal moment.

Trend 4: Sustainability and Ethics

Phnom Penh’s tourism model supports local communities, not just international chains.

Is Phnom Penh Worth Visiting in 2026?

Affordability and Value

Compared to other Asian capitals, Phnom Penh remains affordable:

Accommodation at various price points

Inexpensive local transportation

High-quality experiences without high costs

Safety and Accessibility

Improved infrastructure

Growing international connectivity

Welcoming local population

Who Will Love Phnom Penh Most?

Cultural travelers

Slow travelers

Creative professionals

Digital nomads

Responsible tourists

What BBC Travel’s Recognition Means for Cambodia

A Shift Beyond Angkor Wat

Phnom Penh’s recognition helps reposition Cambodia as:

A multi-dimensional destination

A country with urban, cultural, and contemporary appeal

A nation embracing sustainable tourism development

Economic and Social Impact

Increased visibility for local businesses

Greater investment in culture and heritage

Encouragement of responsible tourism policies

BBC Travel’s endorsement is not just about travel—it’s about long-term transformation.

Frequently Asked Questions

Why did BBC Travel choose Phnom Penh in 2026?

Because it represents sustainability, cultural authenticity, and a new model for urban tourism.

Is Phnom Penh safe for tourists?

What makes Phnom Penh different from other Asian cities?

Its balance of history, creativity, affordability, and authenticity—without overtourism.

Conclusion: Phnom Penh’s Moment Has Arrived

New Istanbul Route Marks Major Milestone for Cambodia’s Global Aviation Network

PHNOM PENH, Cambodia – Cambodia’s connection to the world just got a big boost! Turkish Airlines, Türkiye’s main national airline, launched a brand-new direct route between Istanbul and Phnom Penh on Thursday.

The launch of this flight significantly enhances Cambodia’s presence on the global aviation map.

I. Welcoming the Inaugural Flight

A special welcome ceremony for the first flight was held at the new Techo International Airport. The event was attended by high-ranking officials from both countries, including:

H.E. Mao Havannall, Minister in-Charge of the State Secretariat of Civil Aviation (SSCA)

H.E. Huot Hak, Minister of Tourism

H.E Mrs. Ülkü Kocaefe, Ambassador of the Republic of Türkiye to Cambodia

Mr. Ahmet Bolat, Chairman of Turkish Airlines

II. A Symbol of Growth and Friendship

This new air service will operate three flights per week using a large Boeing 777-300ER aircraft, starting on December 11, 2025.

H.E. Mao Havannall called the new route not only a key achievement for Cambodia’s aviation sector but also a symbol of the growing friendship and cooperation between Cambodia and Türkiye.

“Through the strategic hub of Istanbul, one of the world’s most important gateways linking Europe, Asia, and the Middle East, Cambodia is now more conveniently connected to global markets, business centres, and cultural destinations,” he stated.

This direct connection confirms Cambodia’s expanding role as a dynamic and connected nation in the region and internationally.

III. Growing Air Passenger Numbers

The launch comes as Cambodia’s air travel sector is already showing robust growth. A recent SSCA report showed that Cambodia recorded a total of 5.66 million international air passengers in the first ten months of 2025, which is a significant 14 percent increase compared to the same period last year.

Turkish Airlines is launching direct flights between Istanbul (Türkiye) and Phnom Penh (Cambodia), starting on December 11, 2025. A top official from Cambodia’s State Secretariat of Civil Aviation (SSCA) confirmed the news.

H.E. Sinn Chanserey Vutha, who is the Secretary of State and Spokesperson for the SSCA, celebrated this announcement. He said it’s a major success, thanks to the vision of Prime Minister Hun Manet and the hard work of the SSCA, the Ministry of Tourism, and other key groups.

Boosting Travel and Connectivity

He pointed out that this new route will make travel much easier because Istanbul is a major travel hub that connects Europe and many other parts of the world. By flying directly to Istanbul, Cambodia will have a stronger link to the entire European continent.

The launch of this flight also shows growing confidence in Cambodia’s air travel industry, especially with the opening of the impressive new Techo International Airport. This new airport is seen as a landmark achievement for the Cambodian government.

The new connection is expected to greatly increase the number of international visitors and tourists. This is because Turkish Airlines has a huge global network, flying to more than 350 destinations in 130 countries.

A Look at Cambodia’s Tourism

According to official data, Cambodia is already seeing more visitors. In the first seven months of 2025, the country welcomed 4.08 million international air passengers, which is about 16% more than the same time the previous year.

Cambodia currently uses three major international airports: the new Techo International Airport, the Siem Reap Angkor International Airport, and the Sihanouk International Airport.

The Minister of Tourism, H.E. Huot Hak, also shared his appreciation for the support from the Turkish Embassy and Turkish Airlines. He noted that the airline clearly recognizes Cambodia as a country with strong potential for tourism.

He emphasized that Cambodia’s growth as a rising destination is based on its peace, stability, and the government’s long-term plans, which include major infrastructure projects like the Techo International Airport.

Introduction: An Overview of Cambodia’s Economic Heart

Phnom Penh is not only the capital and the political heart of the Kingdom of Cambodia but also the country’s single most important economic center. With a vision to become a modern city within the ASEAN region, Phnom Penh has attracted substantial interest from domestic and foreign real estate investors, especially in the context of rapid economic growth and large-scale infrastructure development.

This analytical profile provides key data (based on 2024 estimates) and an in-depth analysis of Phnom Penh’s investment potential, focusing on the Phnom Penh Real Estate Sector and Phnom Penh Investment.

I. Key Geographical and Administrative Data (2024 Estimates)

Key Data Point

Detail

Administrative Status

Capital City

Capital

Phnom Penh

Postal Code

12000 (12XXX)

Total Area

679 square kilometers (km²)

Total Population

Approximately 2.3 million (2024 estimate)

Border

Entirely surrounded by Kandal Province

Administrative Structure

14 Districts, 105 Communes (Sangkats), and 953 Villages

II. Population Growth and Strategic Geographic Location

1. Strategic Geography

Phnom Penh boasts a prime geographic location at the convergence of the Mekong, Tonle Sap, and Bassac rivers, which has made the city a crucial trade and commercial link via waterways for centuries. This location provides significant advantages for transportation and logistics sectors.

2. Population Growth and Market Demand

With a population estimated at nearly 2.3 million people in 2024 (excluding the floating population), Phnom Penh has a dynamic young workforce and massive market demand.

Impact on Real Estate: This growth drives high demand for all types of housing (condominiums, link houses), especially quality housing in the affordable to mid-range segments, pushing development outward from the city center.

III. Role as an Economic and Financial Center

Phnom Penh acts as Cambodia’s economic and financial center, contributing significantly to the nation’s Gross Domestic Product (GDP).

1. Diversified Economy

The city’s economy is focused on diverse services, including:

Banking and Finance: Home to the headquarters of all major commercial banks, both domestic and international.

Trade and Retail: Features numerous large commercial centers, shopping malls, and luxury retail services.

Industry: The outskirts of the city are crucial locations for Special Economic Zones (SEZs) and manufacturing plants.

2. Real Estate as the Backbone

The Phnom Penh Real Estate Sector remains one of the most attractive sectors for investment. The market has evolved from a focus on high-end office buildings and premium residences to a boom in Borey (gated community) projects and industrial real estate in suburban areas. New Master Plans aim to expand the city in a more orderly and efficient manner.

IV. Large-Scale Infrastructure Development and Investment Opportunities

Investment growth in Phnom Penh is directly linked to major infrastructure investments by the Royal Government.

1. The 3rd Ring Road Project

Critical infrastructure projects such as the 3rd Ring Road have served as major economic catalysts.

Impact: This road not only facilitates the transportation of goods from Sihanoukville Autonomous Port and the national road network but has also boosted land prices and spurred the development of residential and industrial projects along its entire route. This creates new opportunities for Phnom Penh Investment in the suburban and peri-urban zones.

2. Supporting Infrastructure

In addition to roads, projects like the new International Airport (linking the city globally) and improvements to the city’s flood control and drainage systems have increased the attractiveness and sustainability of living and investing in the capital.

V. Tourist and Cultural Sites: Elements of Attraction

As a Phnom Penh Cultural Center, the city holds significant appeal for both tourists and residents.

Major Tourist Sites

Type

The Royal Palace and Pagodas (Wats)

Historical/Religious

The National Museum and Choeung Ek Genocidal Center

Historical/Cultural

Central Market (Phsar Thmey) and Riverside Area

Commercial/Recreational

The presence of these historical and tourist sites ensures a consistent flow of tourism and commerce, which ultimately supports the hospitality, food & beverage, and commercial real estate sectors.

Conclusion

Phnom Penh continues to grow at a rapid pace, supported by a young, growing population and significant government investment in essential infrastructure. For domestic and foreign real estate investors, the city offers rich investment opportunities, spanning the housing market (Boreys, condos), the commercial market (office spaces), and industrial real estate along the ring roads. Understanding the ongoing economic growth and urbanization is key to capitalizing on future Phnom Penh Investment returns.
