<p class="wp-block-paragraph">Cambodia has taken a significant step toward accelerating development in its remote northeastern region, as the government reviewed a wave of major investment proposals under the Special Programme to Promote Investment in the Four Northeastern Provinces, commonly known as the SPIN Programme. The review reflects renewed momentum to expand economic opportunities, modernize local industries, and create jobs in less-developed provinces.</p>



<p class="wp-block-paragraph">The latest review meeting was held on January 22 at the Ministry of Economy and Finance. It was chaired by H.E. Dr. Hean Sahib, Secretary of State at the ministry and Chairman of the SPIN Programme. The session focused on evaluating proposed <a href="https://orkunsantepheap.com/sihanoukville-investment-incentives-2026-report/" type="link" id="https://orkunsantepheap.com/sihanoukville-investment-incentives-2026-report/">projects and determining eligibility for the programme’s third special incentive</a> policy.</p>



<p class="wp-block-paragraph">In total, 22 <a href="https://orkunsantepheap.com/cambodia-fdi-surges-9-5-billion-2025-cdc-investment-projects/" type="link" id="https://orkunsantepheap.com/cambodia-fdi-surges-9-5-billion-2025-cdc-investment-projects/">investment projects</a> were examined, representing a combined investment value of nearly US$400 million. According to officials, the projects are expected to generate approximately 4,160 jobs once fully implemented, contributing directly to employment growth and income generation in the northeastern provinces.</p>



<p class="wp-block-paragraph">The approved and reviewed projects are geographically spread across Kratie, Stung Treng, Rattanakiri, and Mondulkiri. This balanced distribution reflects the government’s intention to ensure that development benefits reach all four provinces rather than being concentrated in a single location.</p>



<p class="wp-block-paragraph">Stung Treng accounts for the largest number of proposals with ten projects under review. Kratie follows with five projects, while Mondulkiri also hosts five. Rattanakiri includes two proposed investments, each designed to support local economic diversification.</p>



<p class="wp-block-paragraph">The reviewed investments span a broad range of sectors, signaling a shift toward a more diverse and resilient regional economy. Projects include small and medium enterprise clusters, higher education institutions, polyclinics, hotels and resorts, <a href="https://orkunsantepheap.com/impact-chinese-tourists-returning-cambodia/" type="link" id="https://orkunsantepheap.com/impact-chinese-tourists-returning-cambodia/">cultural tourism</a> villages, livestock farms, and a range of agricultural and agro-industrial ventures.</p>



<p class="wp-block-paragraph">Several investors have also proposed processing facilities for key Cambodian commodities. These include rubber, cashew nuts, cassava, durian, planted timber, and coffee, all of which are strategically important to rural livelihoods and <a href="https://orkunsantepheap.com/how-ccfta-boosts-cambodia-export-growth/" type="link" id="https://orkunsantepheap.com/how-ccfta-boosts-cambodia-export-growth/">export growth</a>.</p>



<p class="wp-block-paragraph">During the meeting, H.E. Dr. Hean Sahib emphasized that approval alone is not enough. He stressed that investors who have been granted investment principles must move quickly to turn plans into tangible results on the ground, especially in terms of job creation and skills development.</p>



<p class="wp-block-paragraph">He highlighted the importance of technology adoption and capacity building across the production chain. According to Dr. Hean Sahib, introducing modern processing techniques and management practices will be critical for improving productivity and competitiveness in the region.</p>



<p class="wp-block-paragraph">The chairman also <a href="https://orkunsantepheap.com/hun-sen-japanese-investors-agro-tech-cambodia/" type="link" id="https://orkunsantepheap.com/hun-sen-japanese-investors-agro-tech-cambodia/">urged investors</a> to shift their focus beyond primary production. This approach aligns with the country’s broader industrial development and economic diversification strategies.</p>

<p class="wp-block-paragraph"><strong>Phnom Penh, Cambodia</strong> – Prime Minister <strong>Samdech Thipadei Hun Manet</strong> affirmed his government&#8217;s continued commitment to promoting <strong>writing and publication</strong> across Cambodia. In a letter marking the second <strong>National Writers’ Day</strong> on December 7, he specifically called on all stakeholders to contribute <strong>financial support</strong> to ensure the growth of Cambodia’s vital writing sector.</p>



<p class="wp-block-paragraph">The theme for this year&#8217;s celebration is clear: <strong>“Writers are goodwill ambassadors for cultural preservation and development for peace.”</strong></p>



<h2 class="wp-block-heading"><strong>Writers: Engineers of the Soul and Cultural Protectors</strong></h2>



<p class="wp-block-paragraph">Hun Manet emphasized that writers, composers, and all Cambodian patriots have a critical mission: to elevate the value of authors. Cambodia regards writers as <strong>“engineers of the soul”</strong> and key opinion makers. Their role extends to protecting <strong>national identity</strong>, sharing knowledge, fostering new ideas, and encouraging the public to conduct <strong>research and dissemination</strong>.</p>



<p class="wp-block-paragraph">He described the annual event as meaningful, honoring the contributions of generations of authors who have strengthened both national literature and education.</p>



<h2 class="wp-block-heading"><strong>Government Prioritizes Research and Innovation Funding</strong></h2>



<p class="wp-block-paragraph">The Prime Minister confirmed his government continues to prioritize <strong>research and writing</strong>, actively encouraging educational institutions, associations, and independent writers to innovate and contribute work that benefits education. This effort directly responds to the growing <strong>research needs</strong> of students across all sectors.</p>

<p class="wp-block-paragraph">The government’s key goals are to increase the number of <strong>quality literary works</strong>, strengthen ethical standards, and preserve the values of literature, culture, and tradition.</p>



<h3 class="wp-block-heading"><strong>Nurturing the Cultural Industry and Appeals to the Private Sector</strong></h3>



<p class="wp-block-paragraph">The <strong>National Writers’ Day</strong> celebration directly supports national cultural policy objectives by <strong>nurturing the cultural industry</strong> and motivating creative fields, including visual arts, music, film, <strong>publishing</strong>, performing arts, crafts, and design. The Prime Minister stressed that this work contributes to <strong>economic growth</strong>, enhances national identity, and safeguards traditional knowledge.</p>



<p class="wp-block-paragraph">To sustain this growth, Hun Manet encouraged broader <strong>financial support</strong> for the writing sector:</p>

<p class="wp-block-paragraph">In the first eleven months of 2025, the <strong>Cambodian Investment Board (CIB)</strong>, under the <a href="https://orkunsantepheap.com/tag/cdc/">Council for the Development of Cambodia</a> (<strong>CDC</strong>), approved a total of <strong>609 investment projects</strong> with a combined investment value of approximately <strong>US$9.5 billion</strong>.</p>



<p class="wp-block-paragraph">This marks a significant increase of 220 projects, or about <strong>57 percent</strong>, and an additional US$3 billion in total <strong>investment capital</strong>—equivalent to roughly <strong>47 percent</strong>—compared to the same period in 2024.</p>



<p class="wp-block-paragraph">Notably, the number of <strong>FDI projects</strong> approved in just the first eleven months of 2025 has already surpassed the total number approved throughout the entire year of 2024 by 195 projects, signaling robust economic performance.</p>



<h2 class="wp-block-heading"><strong>November Investment Drives Job Creation</strong></h2>



<p class="wp-block-paragraph">In November alone, the Cambodian Investment Board approved <strong>34 investment projects</strong> with a total investment capital of approximately <strong>US$262 million</strong>. These projects are expected to generate around <strong>24,000 jobs</strong> for the local workforce.</p>



<p class="wp-block-paragraph">Of the November approvals, <strong>22 projects</strong> are located outside <strong>Special Economic Zones (SEZs)</strong>, representing a total investment of about US$196 million, while <strong>12 projects</strong> are situated within SEZs, with a combined investment of approximately US$66 million.</p>

<p class="wp-block-paragraph">Women entrepreneurs present at the inauguration welcomed the initiative, noting that Cambodian women today have significantly greater access to resources, training, and business opportunities compared to previous generations. Many expressed optimism that the centre will function as both a practical <strong>support network</strong> and a source of inspiration for women aiming to establish or grow their enterprises.</p>

<p class="wp-block-paragraph">Prime Minister Hun Manet warmly welcomed the US-ABC members. <p class="wp-block-paragraph">The Pentagonal Strategy—Phase I (launched in August 2023) is the new socio-economic policy agenda for the Royal Government of Cambodia. It is a major, long-term plan designed to lay the foundation for Cambodia to become an <strong>upper-middle-income country by 2030</strong> and a <strong>high-income country by 2050</strong> (known as <em>Cambodia Vision 2050</em>).</p>



<p class="wp-block-paragraph">It is named &#8220;Pentagonal&#8221; because it builds upon the previous &#8220;Rectangular Strategy&#8221; (which had four pillars), adding a strong new focus on <strong>Sustainability</strong> and <strong>Technology</strong>.</p>
